Three people were found dead in a flooded semi-basement apartment in Seoul on Tuesday, after the heaviest rainfall in 80 years wreak havoc on many parts of the city. Record-setting heavy rain hit Seoul and surrounding areas Monday night and Tuesday morning, wreaking havoc across the region.
