이번 회에는 저희 책 Advanced Vocab에서 소개한 중상급 영단어들을 알려드립니다. 단어의 우리말 뜻을 기억하는 데에 그치지 않고, 난이도 있는 단어를 실제로 활용하는 단계까지 나아가 보기 바랍니다.

〈권력, 정치, 행정〉

1. asylum [əsáiləm] 망명, 보호시설

주로 정치적인 망명을 뜻하며, sanctuary나 shelter처럼 ‘피난처’라는 의미로도 쓴다.

The asylum seekers who landed in Florida feared that if they were returned to Cuba, they would be jailed or even killed.

플로리다에 도착한 망명자들은 다시 쿠바로 보내지면 감옥에 가거나 죽음을 당할까 두려워했다.

● 그 반체제 인사는 자국 정부의 탄압을 피해 해외 정치 망명을 추진해야 했다.

The dissident, avoiding the repression by the domestic government, had to seek political asylum overseas.

2. caucus [kɔ́ːkəs] 간부회의, 전당대회

미국 대선에 관한 뉴스에는 Iowa caucus와 New Hampshire primary가 자주 등장하는데, 둘 다 대선 레이스의 시작을 알리는 전당대회로 미국 대선의 풍향계 역할을 하기 때문이다. caucus는 당원만 참여가 가능하다는 점에서 일반 주민이 참여하는 primary(예비선거)와 다르지만, 우리말로는 둘 다 ‘전당 대회’로 번역하는 경우가 많다.

The Iowa caucuses are generally known as the unofficial kick-off events for the U.S. presidential nomination process.

일반적으로 아이오와 전당대회가 미국 대통령 후보 선정 절차의 비공식적인 시작으로 알려져 있다.

● 주요 당직자 회의에서 당수는 선거 전략에 우려를 표명했다.

During the caucus meeting yesterday, the party leader raised concerns about the party’s election strategy.

3. constituency [kənstítʃuənsi] 선거구, 선거구민

constitute는 ‘구성하다’라는 뜻이며, constituent는 ‘선거구를 구성하는 유권자’를 말한다. ‘선거구민’, ‘유권자’는 constituency라고 한다.

The public is so fed up with the status quo that the opposition has been winning elections in what have historically been considered strongholds of the ruling party's constituency.

대중이 현 상황에 너무 식상해 있어서 그동안 여당의 아성으로 생각되던 선거구에서 야당이 승리하고 있다.

● 그 상원의원이 너무 많은 추문을 일으켜서 선거구민들은 더 이상 참을 수 없다고 생각해 그를 재선시키지 않았다.

After too many scandals, the Senator’s constituency finally had enough and did not re-elect him.

4. cronyism [króuniìzm] 정실주의

‘친구’라는 뜻의 crony에 -ism을 붙인 단어로, ‘아는 사람에게 혜택을 준다’는 뜻인 ‘정실주의’, ‘정실인사’를 가리킨다.

More transparency in government will help ensure that appointments are being made based on applicants' merit and not on insider connections and cronyism.

정부의 투명성이 제고 되면 내부적 연줄이나 연고주의가 아니라 지원자의 장점으로 공직자를 임명하는 데 도움이 될 것이다.

● 정실주의는 아직 한국 문화의 일부로 대부분의 기업 거래에 영향을 준다.

Cronyism is still part of the culture in Korea and influences most business transactions.

5. expatriate [ekspéitrièit] 국외 거주자

ex(out)+patriate(patriot과 같은 어원으로 ‘국가’라는 의미)로 구성된 단어이다. ‘국가 밖에 있는 사람’이라는 뜻에서 ‘자기 나라가 아닌 외국에서 살고 있는 사람’을 말하며 보통 줄여서 expat라고 한다.

The new company sought to establish a multi-service resource center for the expatriates from around the globe who were currently living and working in Seoul.

그 신생 기업은 현재 서울에서 살며 일하고 있는 세계 각국의 외국인들을 위해 다양한 서비스를 제공하는 정보 센터를 설립하려 했다.

● 외국인과 결혼하는 한국인의 수가 늘고 있다.

The number of Korean nationals marrying expatriates is on the rise.

6. filibuster [fíləbʌ̀stər] 의사 진행 방해

‘약탈자(freebooter)’를 뜻하는 스페인어에서 유래한 단어다. filibuster는 단상에서 길게 연설하는 등의 행위를 통해 마치 토론을 약탈하듯 투표를 방해하는 ‘의사 진행 방해’를 뜻한다.

The opponents of the proposed legislation decided to utilize a filibuster to prevent the Senate from voting on it.

법안에 반대하는 의원들은 상원의 투표를 막기 위해 의사 진행 방해를 활용하기로 결정했다.

● 대법원장 후보는 의사진행 방해를 경험할 것 같지는 않으나 야당 의원들의 어려운 질문을 예상해야 한다.

The Supreme Court nominee is unlikely to face a filibuster but should expect difficult questions from opposition lawmakers.
