Constitutional Court to decide on National Assembly law before end of May

The Constitutional Court's President Park Han-chul said Friday that a decision will be reached on a controversial law that has deadlocked the passage of bills before the end of May.

"National Assembly Speaker Chung Ui-hwa asked the court to deliver the ruling before the current parliament wraps up (in May), and we are working on it to make a decision as soon as possible," Park said in a forum in central Seoul.

The National Assembly Advancement Law, passed in May 2012, stipulates that a bill with contested issues can only be put up for a vote with the approval of more than 60 percent of sitting lawmakers and requires a bipartisan agreement for a parliamentary speaker to table the bill.

This clause has made it tougher to "fast-track" legislation or allow the parliamentary speaker to invoke his authority to put a legislation to a vote.

The law, in particular, drew flak from the ruling Saenuri Party for usurping the majority rule principle in parliament.

The ruling camp has argued that it cannot send key bills to the floor for a vote without the consent of opposition parties. The opposition, on the other hand, opposes changing the law, stressing it strengthens dialogue and national cohesion. (Yonhap)
