The Fair Trade Commission will file a complaint against Doosan Engineering and Construction with prosecutors for illegally exercising its voting rights for its branch unit, despite the antitrust watchdog’s stock disposition order issued in 2013.

According to FTC officials Monday, the construction arm of Doosan Group was ordered to dispose its shares in Neo Trans, a subway operating company that the builder established in 2005. The nation’s antimonopoly law bans subsidiaries of a holding company from holding shares of their branch units. Doosan E&C, a subsidiary of Doosan Group, currently holds 42.8 percent of shares in Neo Trans.

The FTC’s stock disposition order prohibits Doosan E&C from exercising its voting rights.

Ignoring the order, the company had exercised its voting rights seven times between March and July 2014, officials said, having seriously violated the law.

Doosan E&C said it has been trying to sell its shares in Neo Trans, but failed to do so due to fierce opposition from investors and partner companies.
