Sexual harassment on beaches remain tricky to tackle
In 2013, police arrested a high school student for taking secret pictures of a woman’s body from a distance using his smartphone. The 17-year-old had been hiding under a large parasol on a beach in Boryeong, South Chungcheong Province, and took pictures of the woman swimming in the ocean wearing a swimsuit using his phone’s zoom feature.
The teen was caught by one of police officers on patrol at the time. But the victim, an 18-year-old female student, had no idea that she had been observed and photographed without her consent.
Among some 940 crime cases that have occurred on beaches in the summer over the last three years, sex crimes, including filming or taking pictures of someone’s body parts without consent, were the third most frequent violation, following physical assaults and thefts.
It is also linked to increasing criminal cases that involve using smart devices in South Korea. The number of reported sexual harassment cases using smartphones has increased dramatically since 2009, from about 800 to 4,800 in 2013.
To tackle the issue that has raised serious concerns, the National Police Agency and the Gender Equality Ministry have hired 1,400 public servants and police officers to monitor the public and launch crackdowns on the specific crime on 93 beaches nationwide starting this month.
“Sexual harassment cases using smartphones can happen anywhere, especially in public places including the subway trains,” said Choi Su-yeong, deputy director of the women’s rights division at Gender Equality Ministry.
“But it’s especially common on beaches in the summer because many wear swimsuits in such crowded places.”
Not all cases of sexual harassment at summer beaches involve smartphones, according to Choi.
Many of the reported cases involve an offender touching someone’s body parts without consent in the water, pretending he or she is swimming.

해변 성추행 잡기 쉽지 않다

지난 2013년 경찰은 스마트폰을 이용해 여자의 신체를 멀리서 몰래 촬영한 고등학생을 검거했다. 17살인 이 학생은 충남 보령의 한 해변에서 대형 파라솔 아래 숨어 여자가 수영복을 입고 바다에서 수영하는 모습을 휴대폰의 줌 기능을 이용해 촬영했다
이 10대 청소년은 당시 순찰 중이던 경찰에게 붙잡혔다. 피해자인 18살 여학생은 자신이 비밀리에 관찰 당하고 사진 찍히는 줄 전혀 몰랐다.
지난 3년 동안 여름철 해변에서 발생한 약 940건의 범죄 중 신체부위 도촬과 같은 성범죄가 신체 폭행과 절도 다음으로 세 번째 많이 발생한 범법 행위였다.
이는 우리 나라에서 스마트 기기를 사용한 형사 사건의 증가와 관련 있다. 스마트폰을 이용한 성추행은 2009년 약 800건에서 2013년 4,800건으로 급증했다.
심각한 우려를 일으키고 있는 이 문제를 해결하기 위해 경찰청과 여성가족부는 이 달부터 전국 93개 해변에서 대중을 모니터링해서 이 특정범죄를 단속할 요원으로 공무원과 경찰관 1,400명을 채용했다.
여성가족부 권익지원과 최수영 사무관은“스마트폰을 이용한 성추행 사건은 특히 지하철 등 공공장소를 포함해 어디에서도 일어날 수 있다”고 말했다.
“특히 여름철에는 해변에서 그런 일이 흔하게 발생하는데 이는 많은 사람들이 그렇게 붐비는 장소에서 수영복을 입고 있기 때문이다.”
최 사무관에 따르면 여름철 해안에서 발생하는 성추행 사건이 모두 스마트폰과 관련된 것은 아니다.
성추행 신고 가운데 물 속에서 수영하는 척하면서 몰래 특정인의 신체 부위를 접촉하는 경우도 많다.
