울산 원유유출, 마무리 작업 진행 중

울산 온산공단 S-오일 원유공장에서 발생한 원유유출 사태가 사고 발생 사흘째를 맞아 어느정도 진정국면에 접어들고 있다.

S-오일측 관계자는 원유유출에 대비해 설치된 3m 높이 밖으로 흘러간 원유는 없으며 6일 오후 9시를 전후해 탱크가 완전히 비워질 것으로 예상된다고 밝혔다.

S-오일에 따르면, 사고 당시 탱크에는 원유가 57만배럴이 저장돼 있었으며, 사고 직후 수송관을 통해 원유를 빼는 작업을 신속히 진행해 현재까지 30여만 배럴이 인근 저장시설로 이송됐다. 하지만 사고 이후, 사흘째 원유 유출이 계속돼 이 가운데 최소 13만배럴은 외부로 흘러나와 차단벽 안에 고여있는 것으로 추정되고 있다.

현재 회사 측은 유출된 원유가 인근 바다 등 외부로 흐르지 않는다는 판단아래 안전에 최우선을 두고 작업속도를 조절하고 있다고 밝혔다. 또 혹시 모를 해양 오염 가능성에 대비해 콘크리트 차단벽 안에 남아있는 유출 기름을 옮기는 작업을 최대 나흘 정도 더 진행 할 것이라고 말했다.

이번 사고는 지난 4일 오후 3시30분께 울산 울주군 온산읍에 있는 S-OIL 정유공장 제3부두 원유탱크에서 발생했다. 사고 직후 나세르 알 마하셔 S-오일 CEO가 즉각 현장으로 이동해 사태를 수습하고 있다.

사고 원인에 대해 회사는 원유 분리현상을 막기 위해 설치된 믹서기 축이 이탈하면서 원유탱크 밑부분에 균열이 일어난 것으로 보고 있다.

Refiner continues Ulsan oil spill cleanup

South Korea’s third-largest oil refiner S-Oil on Sunday is continuing the cleanup work for the spill that occurred at a storage tank in Ulsan, 350 kilometers southeast of Seoul.

About 138,000 barrels, or 21.9 million liters, of crude oil spewed from the tank since Friday after a mixer within the facility went off course, S-Oil officials said in a statement. Three-meter-deep concrete dikes surrounding the tank prevented the oil from flowing into the sea.

As of Sunday afternoon, 381,000 barrels of crude oil remaining in the tank have been transferred to a nearby storage facility, according to the firm. The cleanup procedure would likely be finished around 9 p.m. on Sunday, the officials added.

“All S-Oil employees are focusing on preventing a further damage in the cleanup work,” S-Oil CEO Nasser Al-Mahasher said at a press conference at the Ulsan plant on Sunday.

“We’ve extended their cleanup efforts, such as setting up oil fences and oil-absorbent pads, to prevent possible sea pollution,” the CEO added.

The spillage occurred at around 3:30 p.m. on Friday when the tank carrying 570,000 barrels of crude was damaged due to a broken mixer.

Korea has experienced a number of major oil spills in recent years, with the 2007 spillage off the coast of Taean, South Chungcheong Province, being the worst in its history. More than 12,000 tons of crude oil were dumped into the West Sea after a tanker’s hull was pierced in a crash.

The latest spillage occurred in Yeosu, South Jeolla Province, in February 2014, after a Singapore-registered oil tanker collided with oil pipelines.
