Four runaway American soldiers have been arrested on suspicion of producing and selling a new type of synthetic drug, South Korean police officers said Monday.

The suspects, including a 23-year-old private from the U.S. army, only known by his initial K, are accused of smuggling synthetic marijuana via international air mail, officers said. They then allegedly produced a new type of narcotics called “Spice,” and sold the drugs to locals, foreigners, and other American soldiers in the foreigners‘ hub of Itaewon and the Hongdae area in central Seoul.

Spice refers to a wide variety of herbal mixtures that, when smoked, give users a marijuana-like high, an officer at the Gyeonggi Provincial Police Agency said.

After deserting the Army in March, the four soldiers sold one gram of Spice for between $30 and $50, pocketing a total of around 20 million won ($18,527), the officer said.

Two suspects were apprehended in May, one in July, and another in October, the officer said, adding that they were selling drugs to cover living expenses. The four are currently in U.S. army custody.

The agency said it has also arrested a 27-year-old Filipino woman, only known by her initial D, on the same charges. Twelve locals and foreigners, and 13 other American soldiers have been arrested without detention on charges of buying and using Spice.

The officers said they have seized around one kilogram of synthetic drugs, which is enough for approximately 1,000 doses and has an estimated street value of 60 million won.

Police said they will expand their investigation into sales channels and other U.S. army deserters linked to drug crimes.

About 28,500 U.S. soldiers serve in South Korea. Their presence is a legacy of the 1950-53 Korean War, which ended in an armistice rather than a peace treaty and left the two Koreas technically at war.

Under South Korean law, illegal drug users or traffickers can be sentenced to a maximum of five years in prison or fined up to 50 million won. (Yonhap News)

미군 탈영병, 서울서 ‘몹쓸짓’하다 덜미


마약가루를 밀수해 신종마약을 직접 제조•판매한 미군 탈영병 4명이 경찰에 붙잡혔다.

경기지방경찰청 제2청 국제범죄수사대는 10일 대량의 마약을 제조•판매한 혐의(마약류 관리에 관한 법률 위반)로 K(23•일병)씨 등 주한미군 탈영병 4명을 불구속 입건했다. K씨와 동거하며 함께 마약을 제조한 필리핀 출신 여성 D(27)씨도 같은 혐의로 구속했다.

또 이들로부터 마약을 사서 흡입한 김모(34)씨 등 내•외국인 12명과 B(25•일병)씨 등 미군 병사 13명을 같은 혐의로 불구속 입건했다.

경찰은 미군병사의 신병을 미군에 넘겼다. 의정부지검은 미군병사를 소환해 조사하고 있다.

미군 탈영병들은 지난 3월 부대를 이탈해 의정부•동두천 지역에서 생활하며 합성대마(JWH-변종)를 커피가루인 것처럼 속여 국제우편으로 밀반입한 뒤 신종마약 ’스파이스‘를 제조, 판매한 혐의를 받고 있다.

특히 K씨는 마약을 밀반입하지 못하게 되자 미국에서 마약류 의약품을 처방받은 것처럼 처방전을 위조해 국내 병원에서 마약성 진통제인 ’옥시콘틴‘을 처방받기까지 했다.

K씨는 국내 병원에서 진료를 받을 때 외국인의 신분을 확인하지 않는다는 점을 악용해 가명으로 처방전을 발급받았다.

경찰 조사결과 이들은 합성대마를 고양이 흥분제로 알려진 대마 개박하와 아세톤, 가그린 등에 섞어 제조한 스파이스를 1그램당 30~50달러에 판매한 것으로 밝혀졌다.

이들은 주로 서울 홍대나 이태원 클럽에서 알게된 내•외국인과 미군 병사들에게 휴대전화 문자메시지와 카카오톡 메시지 등을 통해 밀거래했다.

조사결과 이들로부터 스파이스를 구매해 흡연한 내국인 중에는 명문대생, 학원 강사 등이 포함돼 있었으며, 이들 모두 어렸을 때 국외 거주 경험이 있는 것으로 밝혀졌다.

경찰은 탈영병들이 경찰에 붙잡히기 전까지 마약을 팔아 모두 2천여만원가량을 챙긴 것으로 보고 있다. 미군 탈영병 2명은 지난 5월, 1명은 7월, 나머지 1명은 10월에 각각 긴급체포됐다.

또 이들의 주거지에서 마약 제조에 사용된 전자저울, 물병 등의 용품과 1천여명이 한번에 흡입할 수 있는 양인 마약가루 1kg을 압수했다. 시가 6천만원에 달하는 양이다.

탈영병들은 경찰에서 제조•판매 사실을 전면 부인하다가 시인했다고 경찰은 전했다. 마약을 흡입한 혐의로 입건된 이들 가운데 일부는 현재까지 범행을 부인하고 있다.

경찰은 미군 탈영병들이 생활비를 마련하기 위해 마약 제조에 뛰어든 경우가 더 많을 것으로 보고 수사를 확대할 방침이다. (연합뉴스)
