A music fan website operator will pay a $1 million fine over charges it improperly collected personal information from children under 13, U.S. officials said.

Artist Arena, which runs fan sites for artists such as Justin Beiber and Rihanna, was accused of violating Federal Trade Commission rules requiring website operators to notify parents and obtain their consent before they collect, use or disclose personal information from children under 13.

In its complaint the FTC said Artist Arena collected children's names, addresses, email addresses, birth dates, gender and other information without properly notifying parents or obtaining their consent.

The settlement, agreed to by Artist Arena, will impose a $1 million civil penalty, bar future violations of the rule, and require that Artist Arena delete information collected in violation of the rule, an FTC release said Monday.

"Marketers need to know that even a bad case of Bieber Fever doesn't excuse their legal obligation to get parental consent before collecting personal information from children," FTC Chairman Jon Leibowitz said. (UPI)

유명 스타 팬카페 운영자 11억 벌금형, 왜?

저스틴 비버와 리한나 등 미국 팝스타들의 팬 웹사이트 운영자가 13세 이하 미성년자 개인정보수집혐의로 100만 달러(한화 약 11억 1만원)의 벌금형을 받았다.

미연방거래위원회(Federal Trade Commission)는 가수들의 팬사이트 운영을 맡은 아티스트 아레나(Aritst Arena)가 부모의 동의 없이 13세 이하 아동의 이름과 주소, 이메일 주소, 생일, 성별 등의 정보를 취합했으며 이는 관련 법안인 아동온라인 사생활보호법(COPPA)을 위반한 행위라고 말했다.

아티스트 아레나는 100만달러의 벌금을 받게 되며 향후 관련 수칙을 지킬 것과 법을 어기지 않을 것 또한 위법행위를 통해 수집된 모든 정보를 삭제할 것에 최종 합의했다고 FTC가 밝혔다.

이 법안을 위반한 팬카페로는 저스틴 비버의 팬 커뮤니티 웹사이트(BieberFever.com), 리한나(RihannaNow.com), 그리고 셀레나 고메즈의 사이트 등(SelenaGomez.com)이 있다.

그 중에서도 비버 피버는 초기에 부모의 허락 없이 로그인을 할 수 없도록 설계돼있다가 후에는 동의 없이 로그인을 해도 성공적으로 등록되었다는 메시지가 뜨도록 변경한 것으로 알려졌다.

 “마케팅 담당자들은 비버 피버(Bieber Fever)와 같이 안 좋은 경우를 포함해 아동들의 개인정보를 수집하기 전에 부모의 동의를 얻어야 하는 법적 의무는 피할 수 없음을 인지해야 한다”고 FTC위원장 존 리보위츠는 말했다.
