South Korea plans to significantly increase its Dokdo budget for 2013 to effectively cope with efforts by Japan to claim the islets located in the East Sea, a government source said Sunday.

The source, who declined to be identified by name, said talks are currently underway to touch on how much money will be needed to better strengthen the country's control over its easternmost territory.

The islets that cover a combined 187,453 square meters are located 216.8 kilometers east of Jukbyeon Port in Uljin County on South Korea's eastern coast.

"The total will definitely exceed 3 billion won, but more talks are needed between the foreign ministry and state policymakers in charge of finance, that could push the total over 4 billion won," the official said. The total is much higher than the initial size of funds set aside by Seoul for next year which stood at 2.3 billion won ($2 million).

The official said most of the increase will go into better advertisement of South Korea's rightful claims to its territory and to counter arguments made by Japan.

"Once the government officials agree on the sum, it should pass parliament since there is no real disagreement on the Dokdo issue by lawmakers," he said.

The latest move comes after Tokyo announced it will spend an additional $7.5 million next year to advertise its views over the islets in the international arena.

The long-drawn debate over Dokdo flared up after President Lee Myung-bak made the first ever visit by South Korea's chief executive to the islet on Aug. 10. The visit sparked strong criticism from Japan. (Yonhap News)

정부가 '독도 예산'을 대폭 증액키로 했다.

이는 이명박 대통령의 지난달 독도 방문을 계기로 한ㆍ일간 갈등이 증폭되고 독도를 국제적으로 분쟁지역화하려는 일본 정부의 전방위 공세가 시작됨에 따라 이를 적극적으로 방어할 필요가 있다는 판단에 따른 것이다.

정부 관계자는 9일 연합뉴스와의 통화에서 "독도 영유권 공고화 사업의 2013년도 예산을 대폭 늘릴 방침"이라며 "독도관련 주무부처인 외교부와 예산 당국이 협의 중"이라고 밝혔다.

이 관계자는 "내년도 독도 예산이 30억원이 넘는 것은 분명하지만 40억원이 넘을지는 더 협의해야 한다"고 말했다.

이런 예산안 규모는 외교부가 한일갈등 이전인 지난 5~7월 독도 영유권 공고화 사업 예산으로 당초 요구한 23억2천만원보다 크게 늘어난 것이다.

독도 영유권 공고화사업은 독도 영유권 분쟁이 없다는 인식을 국내외적으로 확산하기 위한 사업이다.

외교부는 이 예산으로 일본 도발에 대한 정부 차원의 종합 전략 마련, 고자료ㆍ지도 수집, 영유권 근거 강화를 위한 연구, 독도 홈페이지 운영 등의 활동을 하고 있다.

이번 예산 증액분은 국제 홍보 활동에 집중적으로 지원될 것으로 보인다.

여야간에도 독도 문제를 둘러싼 이견이 없는 만큼 국회 논의 과정에서 독도 관련 예산이 더 증액될 가능성도 배제할 수 없다.

일본 정부도 이미 국제 홍보전을 강화하기 위한 예산 증액에 나섰다.

일본 언론은 일본이 '독도는 일본땅'이라고 국제사회에 홍보하기 위해 6억엔(85억원)을 홍보 예산으로 내년 예산안에 추가 포함시켰다고 지난 7일 보도했다.

일본 외무성은 '영토문제 대책비'로 4억엔을 편성할 예정이었지만 이 대통령의 독도 방문을 계기로 독도문제 국제홍보비 6억엔을 더해 10억엔으로 대폭 늘려 잡았다. 외무성이 영토 문제와 관련해 국제홍보비를 책정하기는 이번이 처음이다.
