The gaming industry’s government supervisor has advised the lottery issuing authority to stop sales of lottery tickets to stem the boom brought on by the launch of pension-style lottery payments in July, officials said Monday.

The National Gaming Control Commission has appealed to the Korea Lottery Commission, the lotto-operating agency under the Finance Ministry, to consider halting sales of all tickets out of concern that the government could be seen as instigating gambling.

But the KLC will not place any sales restraints for the time being, as the move could “threaten the industry and bring about massive complaints from customers,” said Na Joo-beom, director at the state-run agency.

The nation is widely expected to sell 3 trillion won ($2.67 billion) in lottery tickets this year, surpassing the 2.8 trillion won annual sales ceiling imposed by the NGCC. As of the end of November, 2.79 trillion won in sales had been recorded, up almost 22 percent from 2.3 trillion won the same period last year.

The NGCC, the supervisory body under the Prime Minister’s Office, has recommended the issuing authority cap sales to curb excessive gambling, but the KLC says any sales restraints could cause “social problems.”

“We have been trying to cool the explosive popularity by halting all sorts of promotions to slow the industry’s growth, but stopping lottery sales isn’t one of our options,” Na said.

“Business at more than 18,000 venues across the country will be threatened, and complaints from frequent buyers would be a bigger problem.”

The introduction of the pension lottery on July 1 accelerated sales. The winner receives 5 million won of annuities every month for 20 years instead of collecting a lump sum. The weekly issuance of 6.3 billion won has been sold out every week since July, far exceeding government expectations that only about 7 percent of the total issued would be sold.

전국휩쓴 `복권 열풍' 사감위 판매중단권고

올해 복권매출, 제한선 훌쩍 넘는 3조1천억 예상

불황에도 복권이 불티나게 팔려 위험 수위가 임 박해지자 사행산업 감독기구가 복권 판매 중단을 권고하고 나섰다.

5일 기획재정부 복권위원회에 따르면 올해 1월부터 11월까지 국내 복권  총매출액은 2조7천948억원이다. 이런 판매 추세라면 12월까지 매출은 3조1천억원에 달할 것으로 예상된다.

1∼11월 판매액만으로도 사행산업통합감독위원회(사감위)가 권고한 연간 발행한도까지 98억원만을 남겨둔 상태다. 소비심리가 커지는 12월에는 3천억원 이상 팔릴 것으로 복권위는 전망한다.

사감위는 올해 매출액이 발행한도를 큰 폭으로 초과할 것으로 우려되자 최근 복권위에 온라인복권(로또)의 `발매차단 제한액 설정'을 권고했다. 연말까지 복권 판매를 대폭 줄이거나 사실상 중단하라는 것이다.

총리실 산하 사감위가 설정한 올해 복권매출 총액은 모두 2조8천46억원이다. 판매량이 한도를 넘으면 2009년 사감위 활동 개시 이후 처음으로 복권매출 총량이 초과한다.

사감위는 매년 복권, 경마, 경륜, 카지노 등 6대 사행산업의 매출 총량을  설정한다. 매출액이 한도를 넘어서면 이듬해 매출 총량의 한도를 줄이거나 도박중독 치유 등을 위해 사용하는 분담금을 증액하는 등 벌칙을 준다. 사행산업이 과도하게 성장하는 것을 규제하려는 조치다.

복권위는 사감위의 판매 중단 권고에 반대한다. 소비자의 반발을 사고 전국 복권판매점 1만8천여곳의 판매 중단으로 자영업자들의 영업에 심각한 타격이 갈 것이라는 우려 때문이다.

복권위는 지난 10월27일 전체회의에서 총량 초과에 따른 문제보다 판매 중단이 더 위험하므로 판촉자제 등을 추진하되 인위적으로 판매를 금지하는 것은 곤란하다고 의견을 모았다.

복권위 관계자는 "복권 발행을 중단하면 소비자의 집단민원이 발생할 가능성이 크고 영세한 복권 판매업자들에게 큰 타격을 줄 수 있다. 로또의 격주발행, 판매시간 제한 등을 검토했지만 현실성이 없다고 판단했다"고 전했다.

복권이 사행산업 중 사행성과 중독성이 가장 낮으므로 총량 설정에서 제외하는 방안 등을 사감위와 협의할 필요성도 제기했다.

그러나 정부가 복권 과열을 방조한다는 비판도 있다.

사감위의 권고는 강제성이 없는데다 복권 판매수입으로 충당되는 복권기금이 연 2조6천억원에 달해 복권이 많이 팔리면 재정에도 도움이 되기 때문이다.

실제로 올해 복권판매 예상액에서 사감위의 총량한도를 뺀 초과분 2천954억원 가운데 1천520억원이 재정수입으로 잡힐 것으로 추정된다.

기재부 관계자는 "복권 열풍으로 말미암은 사행성 확산 등 부작용을 완전히 부정할 수는 없다"면서도 "판매를 강제로 줄이는 등의 처방은 현실적으로 실행에 옮기 기 매우 어렵다"고 난감해 했다.
