Thousands of people evacuated from a high-rise office building after tremors were felt throughout the building for unknown reasons in Seoul on Tuesday.

According to the Gwangjin Fire Station, the 39-story Prime Center adjacent to TechnoMart, a major electronics retail outlet in Gwangjin-gu, shook violently for 10 minutes at around 10:10 a.m., prompting some 300 people to evacuate.

At the time of the tremors, some 3,000 people were in the building, which houses commercial offices, hundreds of retailers and a theater. All have since been evacuated, following official orders, according to fire officials.

Evacuation of the building was officially ordered some four hours after the tremors, and will last at least three days to conduct thorough inspections.

“The building shook up and down so hard it was nauseating. Just in case I and my coworkers evacuated the building,” said Lim Joon-hee, an employee on the 20th floor, as quoted in other news reports.

“The building shook up and down, which didn’t seem like an earthquake. Everyone felt it,” said another employee surnamed Park.

“If it’s not an earthquake, the only other reason why a building like that can shake is if there is a design flaw in the architecture,” said Kwun Joon-bum, a professor at the Architecture School of Sejong University.

Reportedly the tremors were only felt in the Prime Center, as one retail salesman in TechnoMart posted accounts on his blog saying he was unaware of any tremors, and that he was alarmed by people evacuating onto the streets.

Building management officials are looking into what they received as “minor vibrations.”

“We got a complaint that there were miniscule vibrations in the building and we are investigating the reasons,” said a building management official.

“Prime Center is built to withstand seismic activity of at least magnitude 7, but we are still planning to investigate the building with outside professionals,” he said.

As of 2 p.m. Tuesday, those still in TechnoMart and Prime Center were given the order to evacuate for the next three days for further analysis, according to Gwangjin District officials.

“We will immediately place the order and conduct a thorough safety examination,” a district official said.

Kim Ki-dong, chief administrator of the Gwangjin district where the buildings are located, told other news agencies that a police line is ordered in the biggest radius possible to prepare for the event of a collapse.

The Seoul Metropolitan Government, Gwangjin District Office, police, fire station and building officials are holding a undisclosed emergency safety meeting regarding the issue.

According to experts, in the worst case scenario the building may be unusable.

“Abrupt damage to the foundations or vertical tresses that support the lower parts of the building is the most likely reason,” said Hong Sung-gul, professor of architecture at Seoul National University, as quoted by news agencies.

Kim said the last time the building was inspected for safety was in 2008.

The recent scare brought a public outcry for thorough inspection of the building to prevent incidents like the collapse of the upmarket Sampoong Department Store in Seoul due to careless construction, resulting in nearly 500 deaths in 1995.

건물 흔들림 현상으로 퇴거명령이 내려진 테크 노마트의 관리회사인 ㈜프라임산업 박흥수 사장은 5일 "일시적 흔들림으로 보이지만 시민의 안전이 최우선이기 때문에 원인을 정밀진단해 하루빨리 건물을 다시 사용할 수 있도록 하겠다"고 밝혔다.

박 사장은 이날 오후 서울 광진구 테크노마트에서 기자간담회를 갖고 "평소에도 간간이 흔들림에 대해 얘기하는 사람들이 있었다"며 "테크노마트에 있는 영화관 또 는 피트니스클럽에서 나오는 소음이나 진동이 전달됐을 수도 있다"고 말했다.

박 사장은 이어 "앞으로 시설안전관리공단에서 정밀진단을 하게 될 것"이라며 "

3일간의 퇴거명령 기간 이전이라도 점검 결과 이상이 없는 것으로 나오면 퇴거명령 을 해제하겠다는 얘기를 구청측으로부터 전해들었다"고 설명했다.

그는 상인 등 입주자 피해를 보상해줄 것이냐는 질문에 "우선 안전 조치부터 한 뒤 누구한테 책임이 있는지 검토하겠다"고 답했다.

그는 "많은 사람들이 이용하는 고층건물이기 때문에 작은 부분도 신경쓰는 게 맞다"며 "한시라도 빨리 건물을 다시 사용하게 돼 생업을 이어가는 많은 상인들이 더이상 피해를 입지 않았으면 좋겠다"고 덧붙였다. (연합뉴스)

테크노마트 주변 학부모들 "등하교 불안해요"

5일 오전 테크노마트 건물에서 원인을 알 수 없는 진동이 일어나 수백명이 대피하고 퇴거명령까지 내려지자 인근 학교에서 는 아이들을 주의시키느라 분주한 모습이었다.

특히 테크노마트 근처에는 지하철 강변역을 사이에 두고 대각선 방향으로 건널 목을 건너 불과 300ｍ가량 떨어진 거리에 구남초교와 특수학교인 광진학교 등이 있어 교사와 학부모들은 학생들이 `하교'할 때 바짝 긴장한 채 상황을 예의주시했다.

구남초교에는 이날 오전 10시30분께 학교 앞 테크노마트 건물이 흔들렸다는 학부 모의 다급한 제보전화가 걸려와 한 시간이 지난 쉬는 시간에 전체 교사가 교무실에 소집돼 당시 상황에 대한 설명을 공유했다.

이후 교사들이 전 학년을 대상으로 지나친 불안감을 조성하거나 유언비어가 생겨나지 않도록 주의하면서 `테크노마트 건물이 위험하기 때문에 당분간 그 근처에 가면 안된다'고 설명했다.

낮 12시20분께 1,2학년부터 하교를 시작하자 학년부장과 해당 학년 교사들이 모 두 동원돼 교문 앞과 건널목에서 학생들이 호기심에 테크노마트 건물로 가지 않도록 안내했다.

녹색학부모회 어머니들은 자발적으로 건널목으로 몰려나와 학생들을 지도했다.

학교 보안관 2명도 학생들이 귀가하는 방향을 일일이 살피고 테크노마트 건물과 학교 사이를 돌아보면서 아이들이 접근하지 않도록 했다.

평소 같으면 1,2학년 자녀를 둔 학부모 30명이 자녀를 데리러 왔지만 이날은 2 배가량 늘어난 50~60명이 걱정스러운 마음에 학교를 찾아왔다.

오후 2시30분이 지나서 3~6학년이 한꺼번에 몰려나와 귀가하는 시간에도 같은 상황이 반복됐다. 역시나 20명 가량의 학부모가 자녀를 마중나왔다.

인근 아파트에 사는 학부모 김모(40.여)씨는 "테크노마트 건물이 혹시라도 무너 지게 되면, 학교와 테크노마트 사이에 주상복합 아파트가 있기 때문에 혹시라도 학 교까지 영향이 있지 않을까 걱정된다"고 말했다.

학교보안관 정모(55)씨는 "학생들이 집에 갈 때 테크노마트 옆을 둘러서 집에 가기도 한다"며 "위험하다는 것을 잘 아니까 오늘은 학생들이 말을 잘 따랐다"고 했 다.

일단 인근 학교들은 며칠간 안전정밀진단이 이뤄지는 동안 정상적으로 학생들을 등ㆍ하교시키기로 했다.

서울교육청 관계자는 "위기대응 실무매뉴얼이 있지만 주로 풍수해나 지진 등 자 연재난을 다루지 건물이 무너지는 경우에 대한 매뉴얼은 없다"며 "인근 학교들에 세 심한 지도를 당부할 것"이라고 말했다.

구남초교 권경숙 교감은 "아이들이 괜히 공포스러워하거나 유언비어를 만들어내 지 않게 하려고 한다"며 "내일 학생들이 등교하면 아침방송으로 전교생에게 다시 지도할 것"이라고 설명했다. (연합뉴스)
