Land Ministry hit by series of bribery scandals

The government will begin carrying out a stringent across-the-board inspection of public officials next month in efforts to stamp out corruption and shore up deteriorating public confidence, officials said Wednesday.

The move comes as the public is becoming disenchanted with the government’s mantra of a “fair society” following a recent spate of corruption cases involving former and incumbent public servants.

Recent bribery allegations involving a former state auditor and a former presidential secretary have apparently sent a message for the government to tighten discipline among public office holders.

State inspectors from government departments and agencies and a group led by a public duty management body under the Prime Minister’s Office will lead the large-scale inspection, officials said.

As the administration has entered the fourth year of its five-year term, concerns have been raised that discipline among public officials could be waning. Also, ahead of the parliamentary and presidential elections next year, some pointed out the possibility that public officials could engage in activities that could undermine their political neutrality.

During the inspection, the government will seek to address these concerns, officials said.

Prime Minister Kim Hwang-sik invited scores of state inspectors belonging to 38 government agencies and organizations for a luncheon meeting and called on them to make strenuous efforts to ensure public officials stay clear of corruption.

“While we, in the past, focused on achieving quantitative growth, there were many unjust people with no clear understanding of the need to abide by the law. Thus, our society is now suffering from corruption,” said Kim.

“Now is the time that our country as a whole should tackle this corruption issue. If we fail to surmount this, we cannot attain our goal of becoming a top-tier advanced nation.”

Kim also stressed that the public officers must be at the forefront of efforts to remove corruption from society.

“Public office holders should lead (the anti-corruption) efforts. This year, the fourth of the five-year term, is critical as it is the year when we should reap the visible outcome of state tasks the administration has sought for years,” he said.

He also noted that there is a high chance this year that discipline among public officials could be slackened.

“There is a high possibility that political neutrality of officials could deteriorate due to the political schedule next year. On top of that, more than half of the chiefs of the public corporations will be replaced this year. So, we stress the importance of tightened discipline in the officialdom.”

Kim added that President Lee Myung-bak said during the Cabinet meeting on Tuesday, “We have now reached the limit (in terms of corruption). We should be aware that we cannot go on like this.”

Meanwhile, a senior official in charge of real estate affairs at the Ministry of Land, Transport and Maritime Affairs was arrested by the prosecution on Wednesday on charges of taking bribes for business favors from a real estate investment trusts firm, prosecutorial sources said.

The official supervising the firm is suspected of having received bribes worth 32 million won ($29,528) including wild ginseng worth 5 million won and 20 million won in cash, they said.

국토부 잇단 비리 잡음에 '망연자실'

국토해양부가 최근 발생한 잇단 향응 접대와 비 리 파문으로 충격에 빠졌다.

15일 언론을 통해 지난 3월 제주도에서 수자원국 직원들이 업체 관계자들로부터 향응접대를 받은 사실이 공개된 데 이어 현직 과장이 수뢰 혐의로 체포되는 일까지 터지자 국토부 직원들은 망연자실한 모습이다.

앞서 국토부 산하 한국토지주택공사(LH)의 고위 임원이 건설업체로부터 거액의 돈을 받은 혐의로 검찰 수사를 받고 있고, 수십억원의 국고를 횡령한 혐의로 교통안 전공단에 대한 수사도 진행중인 상황이어서 '본부부터 산하기관까지' 곪을데로 곪았 다는 비난을 피하기 어렵게 됐다.

국토부의 한 직원은 "하루 아침에 이게 무슨 날벼락인지 모르겠다"며 "공직사회 기강 확립을 위해 노력해온 다른 직원들까지 똑같이 매도당할까봐 걱정된다"고 우려 했다.

또다른 간부는 "현직 과장의 수뢰 혐의는 개인 비리라 사전에 몰랐고, 믿겨지지 도 않는다"며 "답답하고 할 말이 없다"고 탄식했다.

국토부 권도엽 장관은 이날 국회 국토해양위원회 전체회의에 참석했다가 의원들 로부터 호된 질타를 받았다.

권 장관은 이날 취임 후 처음 열리는 국회인데다 장관 신분으로 의원들과 공식 석상에서 처음 대면하는 자리여서 더욱 머쓱한 상황이 됐다.

권 장관은 이날 업무보고에 앞서 "일부 직원의 부적절하고 불미스러운 일로 국 민들께 심려를 끼쳐 대단히 죄송하다"며 국회와 국민들에게 고개숙여 사과했다.

국토부는 현직 과장의 수뢰는 개인 비리로 검찰 조사가 진행중인만큼 결과를 지 켜봐야 한다는 입장이다.

그러나 직원 17명이 지난 3월 제주도에서 열린 연찬회에서 4대강 공사업체로부 터 룸살롱 접대 등 향응을 제공받았다는 모 일간지의 보도에 대해서는 사실과 다르 다고 공식 해명했다.

국토부는 당시 연찬회는 한국하천협회가 주관하는 행사로 하천분야의 공무원과 산.학.연 민간전문가 등 1천200명이 참석해 정보를 교류하고 우수사례를 발굴ㆍ공유 하는 국내 최대의 하천분야 세미나라고 설명했다.

또 연찬회 이후 국토부 직원 15명이 수자원공사 및 용역업체 직원들과 어울려 저녁식사를 제공받는 등 부적절한 행위가 총리실 감찰에 적발돼 경고 조치를 받은 것은 사실이지만 4대강 공사업체로부터 룸살롱 등의 향응을 받은 것은 아니라고 주 장했다.

국토부 수자원국의 한 관계자는 "당시 15명이 2팀으로 나눠 식사를 한 뒤 각각 주점과 나이트클럽 등에서 여흥을 즐기다 총리실로부터 적발됐다"며 "공사와 용역업 체가 계산한 비용은 추후 개인별로 분담해 송금조치를 했다"고 말했다.

직원들의 숙박비는 개인출장 여비로 경비처리를 했으며 강사로 참여한 공무원의 숙박비만 한국하천협회에서 부담했다고 덧붙였다.

국토부 내부에서는 자성의 목소리도 나온다. 한 직원은 "이번 일로 국토부의 이 미지를 훼손해서는 안될 것"이라며 "그동안 직원들과 산하기관이 작은 접대 등에 무 감각해지고 나태해진 것은 아닌지 되돌아볼 필요가 있다"고 말했다.

국토부는 조만간 공직기강을 바로 세우고, 분위기를 쇄신하는 차원에서 청렴 선 포식을 하는 등 후속조치를 취할 것으로 알려졌다.

대대적인 인사태풍도 몰아칠 것으로 예상된다.

국토부의 한 관계자는 "신임 장.차관 취임후 6월 국회를 전후해 1급을 비롯한 후속 인사가 있을 예정이었으나 이번 일로 인사 시점이 앞당겨지고, 그 폭도 커질 수 있다"고 말했다. (연합뉴스)
