Civic groups demand government audit against the state-funded school

Students and faculty members of the Korea Advanced Institute of Science and Technology on Monday called for a new leadership after a spate of student suicides at the school, calling the current president’s reform efforts a “failure.”

Four KAIST students have killed themselves since January, with the latest death confirmed last Thursday.

While the school decreed a two-day condolence period Monday, angry criticism is mounting of president Suh Nam-pyo, a 74-year-old former MIT professor, who has vigorously pushed academic competition since 2006.

“Suh’s policy, which has continued with his reform drive, is a failed reform,” the KAIST student council said in a news conference on Monday, calling for the abolition of “unlimited competition policy.”

“We are questioning the fundamental philosophy of Suh’s reform policy that encourages us to beat friends through unlimited competition,” said Choi In-ho, vice president of the student council.

“The emergency committee will collect opinions of students about student participation in school’s policy making process and abolition of competitive systems.”

To be discussed are a controversial incentives system linking fees to academic performance, a ban on repeating same courses and no summer and winter classes, Choi said.

However, he added they have yet to reach an agreement about English-only lectures and Suh’s resignation.

“We have decided not to announce our opinion about his future. What we really want is all 4,000 fellow students to study in a dreaming school,” he said.

The association of professors also released a separate statement on the day saying “KAIST needs a new leadership and uniformity and one-way communication is the enemy of creativity.”

“We are not opposing reform and are well aware suffering will result. To continue reform efforts, the principle should be that different opinions and positions be discussed and respected through which we seek the best agreement,” said the statement.

“Please forgive we professors who failed to comfort the sufferings of young students who were forced to make an extreme decision and to take proper measures. In order to prevent this tragedy from happening again, we will teach students with a parent’s heart.”

Earlier in the day, civic groups called for the immediate resignation of Suh, while People’s Solidarity for Participatory Democracy demanded an audit against the state-funded school from the Board of Audit and Inspection.

According to the group, one of the nation’s most influential civic groups, the school’s policy “violated related laws and hinders public interest.”

They were especially critical of the punitive tuition system at the center of the recent controversy. “It has violated the special law on the school, which exempts students from tuition or reduces it,” the group said.

Even though the school announced Thursday that it will scrap the system for the first eight semesters, the group explained that its responsibility remains for past wrongdoings.

Meanwhile, the Ministry of Education, Science and Technology said an emergency meeting of the school board members will be convened on Friday.

During the meeting, the school is to report on its countermeasures following recent suicides, including the abolition of the tuition system, the review of English-only classes and the increase in staff members for psychological consultations.

Although the ministry said a call for Suh’s dismissal would not be submitted during the meeting, observers said it could be discussed considering public opinion.

The Education Ministry provides 150 to 200 billion won ($138-184 million) to the school every year and takes part in the board meeting along with other government offices.

Suh took office as the school’s president in 2006, succeeding Robert Laughlin, a 1998 Nobel Prize winner in physics.

Suh was reelected last July, the first KAIST president to be returned for a second term.

KAIST 서남표 총장, 중도퇴임 러플린 전철밟나

전임 러플린 총장도 개혁 추진중 반발직면 하차

KAIST 서남표 총장에 대한 '퇴진' 요구가 학내 외에 확산되고 있는 가운데 임기를 채우지 못한 채 중도 퇴임한 로버트 러플린(Robe rt B. Laughlin) 직전 총장에 대해 관심이 쏠리고 있다.

12일 KAIST에 따르면 매사추세츠공대(MIT)에서 박사학위를 받은 뒤 양자에서 나 타나는 현상인 '분수 양자 홀 효과'(Fractional Quantum Hall effect)를 이론적으로 처음 설명한 공로로 1998년 노벨물리학상을 공동 수상한 러플린 총장은 2004년 KAIS T 최초의 외국인 총장으로 취임했다.

'노벨상 수상자'라는 명성과 함께 화려하게 취임한 러플린 총장은 '한국 과학기 술계의 히딩크'로 불리며 '사립화'와 '종합대학화' 등의 정책으로 KAIST를 미국의 명문 사립대학인 MIT처럼 만들겠다며 급진적인 개혁안을 내놓았다.

러플린 총장은 예술과 음악 등 교양과목 확대와 법학.의학부 준비과정 도입, 정 부의존도 축소를 위한 수업료 신설, 영어수업 확대, 성과급제 도입 등의 '러플린 구 상'을 통해 KAIST의 MIT화를 꾀했으나 교수들과 불화를 거듭, 결국 임기 4년의 절반 만 채운 채 2006년 7월 중도하차했다.

당시 교수협은 전체 교수의 89%가 러플린 총장에 반대한다는 내용의 설문조사 결과를 공개한 데 이어 KAIST 총동창회도 사실상 퇴진을 종용하는 입장을 보이기도 했다.

특히 학장 3명이 러플린 사퇴를 요구하며 보직을 사퇴한 데 이어 학과장 20명 전원이 사퇴서를 제출하는 등 러플린 총장에 대한 퇴진을 압박했었다.

결국, KAIST 이사회는 "러플린 총장은 KAIST의 세계화 등에 일부 업적이 있었으 나 사회, 문화적 차이와 의사소통 부족에 따른 불협화음이 있어 계약이 계속되더라 도 책무를 충실히 수행하지 못할 것으로 판단했다"며 중도하차 결정을 통보했다.

이후 러플린 총장은 퇴임을 앞둔 시점에서 KAIST가 MIT를 따라잡기 위해 보완할 점으로 '이중언어 캠퍼스' 실현을 제안하며 "KAIST 학생이 MIT로 과학기술이 아니라 영어를 배우러 가는 것이 현실이다. 유학을 보내는 대신 학교에서 영어사용을 생활 화하는 것이 훨씬 효율적일 것"이라고 조언했다.

러플린 총장의 후임으로 2006년 7월 취임한 서남표 총장은 교수와 학생 사회에 일대 개혁의 회오리를 몰고 왔다.

러플린 총장처럼 MIT를 KAIST의 모델로 방향을 잡은 서 총장은 '10년내 MIT 따라잡기'를 위해 '철밥통' 정년을 보장했던 교수들의 테뉴어(영년제 교수) 제도를 손 봤고, 전액 면제되던 학생들의 학비 제도를 뜯어고쳐 '징벌적 수업료' 제도를 마련했으며, 모든 과목을 100% 영어로 강의하도록 조치했다.

서 총장의 수업료 신설과 전과목 영어 강의 정책은 러플린 총장의 정책의 연장선에서 추진됐다.

서 총장은 2007년 일부 언론과 가진 인터뷰에서는 "공부하기 싫으면 나가라, 공 부하기 싫은 사람은 KAIST에 올 필요가 없다"는 말까지 하며 학생들을 무한 경쟁으 로 내몰기도 했다.

일련의 개혁으로 KAIST는 영국 '더 타임스(The Times)'와 대학평가기관 QS가 20 9년 10월 발표한 세계대학평가에서 공학.IT 분야 세계 21위라는 국내 최고의 성적 거뒀다.

그러나 개혁 피로감에 따른 학생 4명의 잇따른 자살로 서 총장의 개혁은 빛이 바랬고, 교수협과 학생회는 개혁정책의 폐기 등을 요구하며 간접적으로 서 총장을 압박하고 있다.

지난 11일 오후 1시부터 2시간 가까이 열린 교수협 비상총회에서는 참석교수 20 0여명 가운데 64명이 서 총장의 용퇴 요구에 찬성표를 던졌으며, 학부총학생회도 대 학본부 앞에서 가진 기자회견에서 서 총장의 개혁을 '실패한 개혁'으로 규정하며 '무한경쟁' 정책의 철폐를 요구했다.

서 총장과 비슷한 고강도의 개혁정책을 추진하다가 내부 구성원과 여론의 뭇매로 퇴진 수순을 밟았던 러플린 총장의 행보가 최근 KAIST 상황과 관련한 서 총장의 입지에 많은 시사점을 던져주고 있다.
