Seoul National University fires music professor accused of violence against students

Seoul National University decided Monday to sack a music professor accused of habitually using violence against her students and other alleged misconduct,
officials said.

The top South Korean university has looked into allegations raised late last year that vocal music professor Kim In-hye has habitually beat her students for not practicing enough and other reasons. Kim, 49, has also been accused of taking high-priced gifts from students and their parents and forcing students to buy tickets for her concerts.

On Monday, the school's nine-member disciplinary committee reached the decision after seven-and-a-half hours of marathon discussions. It was the first time that the school has sacked a professor over violence against students.

"After listening to opinions of professor Kim and her lawyer and carefully reviewing statements from the suffered students, the disciplinary committee has determined that claims from the suffered students are consistent and credible," the university said in a statement.

Kim, who has denied all allegations against her, attended the committee meeting along with her lawyer. After coming out of the meeting earlier in the day, Kim told reporters without elaborating that she sincerely answered questions.

The university plans to formally notify Kim of the committee decision as soon as it wins approval from the school's president.

A representative of Kim said that the professor plans to take legal action against the decision as soon as the committee decision is formally notified.

Kim can ask the state appeals commission to review the decision. If the decision is upheld at the commission, she can take the case to the administrative court. (Yonhap News)

서울대는 28일 징계위를 열어 제자 폭행 의혹을 받고 있는 김인혜(49) 음대 교수를 파면하기로 의결했다고 밝혔다.

징계위는 이날 오전 10시 교내 SK게스트하우스에서 7시간 30분에 걸친 마라톤 회의를 열어 이같이 의결했다.

서울대는 배포 자료에서 "김 교수는 지도학생에 대한 상습적이고 심각한 폭력, 수업 부실 등 직무태만, 학생 및 학부모들로부터의 금품 수수, 티켓 강매, 여름캠프 참가 강요 등 직권남용으로 학생과 학부모의 권리를 침해했다는 의혹을 받았다"고 말했다.

서울대는 "징계위가 비위 의혹에 대해 김 교수와 변호사의 진술을 청취하고 피해 학생들의 자필 진술서를 자세히 검토한 결과 피해 학생들의 주장이 일관성이 있고 신빙성이 높다고 판단했다"고 파면 의결 사유를 밝혔다.

서울대는 김 교수가 국가공무원법상 성실 의무와 청렴 의무, 품위유지 의무를 심각하게 위반한 것으로 판단했다.

김 교수는 이날 오전 11시께 의혹 소명을 위해 변호인과 함께 징계위에 출석했으며 오후 2시께 귀가하면서 기자들에게 "성실히 답변했다"고 말했다.

이재영 교무부처장은 "김 교수 측이 70쪽 분량의 소명서를 추가로 제출했다. 사안이 중요하고 검토해야 할 내용이 많아 신중하게 처리하다 보니 회의 시간이 길어졌다. 이번 사건을 통해 국민에게 심려를 끼쳐 죄송하다"고 말했다.

파면은 공무원 징계 수위 중 가장 높은 수준에 해당하는 것으로 제자 폭행과 관련해 파면 처분이 내려진 것은 서울대에서 이번이 처음이다.

공무원 징계기준에 따르면 직권남용과 직무태만, 청렴의무 위반 등의 비위 정도가 심하고 고의성이 있으면 파면 사유에 해당한다.

서울대는 김 교수가 학생을 상습적으로 때렸다는 내용 등의 진정을 지난해 말 접수해 진상 조사에 들어갔으며 지난 21일 김 교수를 직위해제하고 징계위에 회부했다. 그러나 김 교수는 관련 의혹 대부분을 부인해 왔다.

서울대는 회의 내용을 토대로 의결서를 작성, 총장 승인을 받는 대로 파면 의결 사실을 김 교수에게 공식 통보할 예정이다.

김 교수 측 대리인은 "징계위로부터 아직 징계 결정 통보를 받지 못한 상태다.

결정문이 송달되면 그에 따라 공식적으로 법적 대응을 할 예정이다"고 말했다.

공무원이 파면 등 징계를 받으면 공무원 소청심사위원회의 소청 절차를 거쳐 행정법원에 소송을 제기할 수 있다. (연합뉴스)
