President Park Geun-hye is pushing hard for her plan to set up a multilateral development bank to finance infrastructure construction in North Korea and other parts of Northeast Asia. Park first proposed the idea for the Northeast Asia Development Bank during her visit to Germany in March last year， pledging to help North Korea develop its economy if it gave up its nuclear ambitions.
박근혜 대통령이 북한 및 그 외 동북아 지역 인프라 건설에 자금을 조달할 다국적 개발은행을 설립하는 계획을 강력히 추진하고 있다. 박 대통령은 지난 해 3월 독일 방문 때 동북아 개발은행(NEADB)에 대한 아이디어를 처음으로 언급했으며 북한이 핵을 포기한다면 경제 발전을 돕겠다고 약속했다.
On Monday， she pitched the plan to the leaders attending the G20 summit in Antalya， Turkey， calling for global cooperation to meet the huge demand for infrastructure investment in Northeast Asia. She said if Pyongyang decided to abandon its nuclear program and open itself up， the Seoul government would work with the international community to build infrastructure in the North and adjoining regions， including China`s three northeast provinces and the Russian Far East.
월요일 박 대통령은 터키 안탈리아에서 열린 G20 정상회의에 참석한 지도자들에게 이 계획을 이야기하고 동북아 인프라 투자의 막대한 수요를 충족시킬 국제적 협력을 촉구했다. 그녀는 북한이 핵을 포기하고 개방하기로 결정한다면 북한 및 인접 지역(중국 동북 3성， 러시아 극동 등)에 인프라를 구축하기 위해 국제사회와 함께 일하겠다고 말했다.

Estimating the annual demand for infrastructure investment in this part of the world at $63 billion， she suggested that fresh investment in the region would create jobs and boost the global economy. The proposed NEADB is essential to motivating North Korea to throw away its nuclear ambitions and open itself up to the world.
그녀는 동북아 인프라의 연 수요가 630억 달러로 예상된다며 이 지역의 신규 투자가 일자리를 창출하고 글로벌 경제에 활력을 줄 것이라고 말했다. NEADB는 북한이 핵 야욕을 버리고 개방하도록 이끄는데 매우 중요하다.
Pyongyang is unlikely to give up its nuclear program without a guarantee that the international community would come forward to provide economic support to it. Nothing could serve the purpose better than the bank.But until recently， the Korean government had been cautious in promoting the bank， as it had difficulty persuading the United States and Japan.
북한은 국제사회가 경제적 지원을 제공하기 위해 나선다는 보장이 없으면 핵을 포기할 것 같지 않다. NEADB보다 더 적합한 것은 없을 것이다. 그러나 최근까지 한국 정부는 미국. 일본 설득에 어려움이 있어 NEADB 추진에 신중을 기했다.

The two allies balked at the idea because there was already a development bank in Asia -- the Asia Development Bank -- which could play the role that the proposed bank was expected to play.But this position has become untenable， as China has launched the Asian Infrastructure Investment Bank， a new multilateral infrastructure development bank for Asia， with the backing of 57 countries.
미.일은 아시아에 이미 NEADB가 할 역할을 수행할 수도 있는 아시아개발은행(ADB)이 있기 때문에 박 대통령의 아이디어에 난색을 표했다. 그러나 중국이 57개국의 지지로 아시아를 위한 새로운 다국적 인프라개발은행 아시아인프라투자은행(AIIB)을 출범시키면서 이러한 입장은 이치에 닿지 않게 됐다.
