South Korean Foreign Minister Kim Sung-hwan said Tuesday that the government is ready to run ads on its easternmost islets of Dokdo in Japanese media, in a rare move aimed at reinforcing its global public relations campaign over the East Sea islets and countering Japan's territorial claim.

"The government is preparing to run ads in Japanese media to tell the Japanese people that Dokdo is a Korean territory historically, geographically and under international law," Kim told a group of Korean reporters while accompanying President Lee Myung-bak on his visit to Oslo.

Kim said the plan for the ad blitz in Japan is in response to the latest move by the Japanese government, which placed ads renewing its territorial claim over Dokdo in Japanese newspapers this week.

"We will secure the budget to run ads saying 'Dokdo is our territory' in Japanese media," Kim told reporters.

Kim also said that Seoul will "strongly respond" to any bid by Japan to take the issue of Dokdo to the International Court of Justice.

Dokdo, which lies closer to South Korea in the body of water between the Korean Peninsula and Japan, has long been a thorn in relations between the two countries. South Korea keeps a small police detachment on the islets, effectively controlling them.

“우리도 日언론 등에 독도광고 낸다!"


김성환 외교통상부 장관은 11일 "우리 정부는 차제에 일본 국민을 상대로 `역사적ㆍ지리적ㆍ국제법적으로 한국 땅'이라는 언론 광고를 낼 준비를 하고 있다"고 밝혔다.

이명박 대통령의 노르웨이 순방을 수행 중인 김 장관은 이날 오슬로 소온호텔에 마련된 프레스센터를 찾아 기자들과 만난 자리에서 "일본 정부가 일본 언론에 `독도가 일본 땅'이라는 광고를 낸다고 한다"면서 이같이 밝혔다.

그는 "일본 언론에 `독도는 우리 땅' 광고를 위해 예산을 확보할 것"이라며 "우리 민간단체를 통해 독도에 관한 쉽게 알아볼 수 있는 일본어 자료를 만들어 배포하 는 등 여러 방안을 구상 중"이라고 했다.

김 장관은 또 "일본이 국제사법재판소(ICJ)에 독도 문제를 제소할 움직임에 대해서도 강력히 대응할 것"이라며 "우리는 충분히 `독도는 우리 땅'이라는 것을 입증 할 수 있다"고 강조했다.

그는 "한-일 양국 간 안보ㆍ경제협력과 독도ㆍ과거사 문제는 별개"라며 "일본과 협력할 부분이 있으면 하되 영토나 과거사 문제는 타협할 수 없다"고 말했다.

특히 김 장관은 지난 5일 이 대통령의 일본 전문가들과의 간담회 발언, 해병대 독도 상륙작전 취소에 대한 일부 오해에 대해 상세히 설명하고, 국가이익에 편승한 일본 언론의 왜곡보도를 강하게 비판했다.

그는 "이 대통령의 일본 관계 전문가 회의는 아시아태평양경제협력체(APEC) 정상회의에서 노다 요시히코(野田佳彦) 총리의 움직임에 대비해 의견을 듣기 위한 자리였다"고 말했다.

김 장관은 "일본 언론들이 보도한 이 대통령의 발언은 취지와 내용 면에서 왜곡 돼있다"면서 "일본 언론은 일본의 국가이익을 위하는 보도를 위주로 객관성을 결여하고 있다"고 불만을 표출했다.

또 해병대의 독도상륙 작전 취소와 관련, "독도 훈련은 지난 1986년부터 시작됐는데 해병대 훈련은 3번만 했다"면서 "지난달 31일 외교안보조정회의에서 가장 현실 적으로 발생할 가능성이 많은 훈련을 해야 한다고 의견을 모았다"고 밝혔다.

이어 "일본 우익단체의 센카쿠(尖閣.중국명 댜오위다오<釣魚島>) 상륙에서 보듯 독도에도 민간단체가 상륙할 가능성이 있어 그에 대비한 훈련을 하자고 결론을 내린 것"이라며 "일본의 요청과 미국의 압력이 있어서가 아니다"라고 선을 그었다.

한편, 이 대통령은 지난 9일 APEC 정상회의에서 힐러리 클린턴 미 국무장관과의 면담에서 `일본이 극우주의로 가고 있다. 동북아 평화를 위해 일본이 극우적인 태도를 버려야 한다'는 취지로 우려를 표명했다고 청와대 핵심관계자가 전했다.
