여야는 13일 민주당 홍익표 의원의 이른바 '귀태(鬼胎) 발언' 논란으로 완전 중단됐던 국회 운영을 정상화하기로 합의했다.

새누리당 최경환, 민주당 전병헌 원내대표는 이날 여의도 모처에서 양당 원내수석부대표가 배석한 가운데 이른바 '2+2' 회동을 갖고 이같이 의견을 모았다고 새누리당 윤상현, 민주당 정성호 원내수석부대표가 각각 기자간담회를 통해 밝혔다.

이로써 홍 의원의 '귀태 발언'에 대해 새누리당이 강력 반발하면서 빚어졌던 국회 일정 중단은 이틀 만에 일단락됐다.

양당은 공공의료 국정조사 특위 활동 마지막날인 이날 오후 5시 전체회의를 열어 국정조사보고서를 채택하고, 특위의 동행명령을 거부한 홍준표 경남지사에 대한 고발 여부를 결정하기로 했다.

또 2007년 남북정상회담 대화록 열람을 위해 15일 국회 운영위원장실에서 양당 열람위원 10명이 상견례를 가진 뒤 곧바로 국가기록원을 방문, 대화록 예비열람을 실시하기로 합의했다.

새누리당 윤 원내수석부대표는 "홍 의원의 사과는 내용이나 대상에서 여러 가지로 진정성 있는 사과로 받아들이기 미흡했지만 책임 있는 여당으로서 책무를 생각해 아무런 조건 없이 국회 일정 정상화에 합의했다"고 설명했다.

그는 "민주당 김한길 대표의 유감 표명은 의미가 있는 것으로 받아들인다"고 말했다. 새누리당은 홍 의원에 대한 국회 윤리특위 제소는 철회하지 않기로 했다.

민주당 정 원내수석부대표는 "회동에서 새누리당이 국회 공공의료 국정조사 특위의 동행명령을 거부한 홍준표 경남지사를 오늘 특위에 출석시킬테니 고발하지 않겠다고 합의해달라는 제안했으나 이를 거절했다"고 전했다.

이에 따라 양당은 홍 지사 고발문제는 특위에 일임키로 했다.

홍 지사는 앞서 새누리당 지도부와 참고인 자격이라면 이날 특위에 출석할 수 있다는 데 교감한 것으로 전해졌다.

이번 사태는 홍익표 민주당 원내대변인이 지난 11일 국회 브리핑에서 박근혜 대통령을 '귀태(鬼胎.의역하면 태어나지 않아야 할 사람)의 후손'으로 비난하면서 촉발됐다.

새누리당은 12일 긴급 최고위원회의를 소집하고 홍 의원의 사과 및 원내대변인직 사퇴, 민주당 김한길 대표의 사과 등을 요구했다.

홍 의원은 12일 밤 기자회견을 갖고 자신의 발언에 대해 사과하고 원내대변인직을 사임한다고 밝혔으며 김한길 대표는 홍 의원의 부적절한 발언에 대한 '유감'의 뜻을 김관영 당 수석대변인을 통해 전했다.

Political parties agreed Saturday to reopen parliamentary proceedings that have been suspended over a row triggered by a insult leveled at President Park Geun-hye by an opposition lawmaker.

At a meeting attended by senior members of the ruling Saenuri Party and the main opposition Democratic Party (DP), both sides concurred to end the standoff and move forward with plans to hold a special meeting to discuss the parliamentary probe on public medical infrastructure and the review of classified documents related to comments made by late President Roh Moo-hyun on the de facto sea border between the two Koreas at a summit meeting in 2007.

The special meeting is set to take place at 4 p.m., while lawmakers plan to visit the National Archives of Korea on Monday to read the actual records of the summit meeting that has become the center on intense political clashes.

The conservatives claim that Roh effectively "gave up" the demarcation line that has been defended with South Korean lives, while liberals counter that the president made no such claim, and that Saenuri used the classified incident to tarnish the image of the opposition candidate during last year's presidential race. The DP fielded Moon Jae-in as its standard bearer. The lawmaker was chief of staff to Roh and would have known the details of the summit meeting.

All parliamentary activity came to a halt on Friday after DP spokesman Hong Ik-pyo referred to President Park as "gwitae" or a "baby born to a ghost" the day prior. This word can be interpreted as a child of someone who should never have been born in the first place.

The remark is a direct insult to the chief executive and her father former President Park Chung-hee, who ruled the country for

18 years before he was assassinated in 1979. The insult drew immediate attack from the presidential office of Cheong Wa Dae and the ruling party, both of which boycotted all proceedings until Hong issued a formal apology and resigned from his post as spokesman.
