U.S., S. Korea in final stretch of ratifying FTA: Clinton

SEOUL, (Yonhap) - South Korea and the United States are in the "home stretch" of their years-long efforts to have their free trade deal ratified by both legislatures, U.S. Secretary of State Hillary Clinton said Saturday.

But speaking at the start of a meeting with South Korean Foreign Minister Kim Sung-hwan in Seoul, briefly open to the press, Clinton did not make any comments directly related to their joint efforts to denuclearize North Korea.

"It is important we are meeting in the home stretch of the Korean(-U.S.) free trade agreement," Clinton said, referring to the deal signed in 2007 that has been mired in political disputes over its implications on the economies of the two countries.

The National Assembly here is waiting for the U.S. Congress to approve the agreement first to facilitate its ratification in South Korea, where the major opposition party is poised to oppose the pact citing possible impacts on the South Korean agricultural industry.

In December, Seoul and Washington produced a supplemental agreement to address U.S. concerns over lopsided auto trade, the biggest hurdle to getting congressional approval of the deal.

"I'm very encouraged and determined about the passage of the free trade agreement. We will be consulting and making the case together to our respective legislatures," Clinton said Saturday.

In a statement released ahead of the meeting, South Korean Foreign Minister Kim said that Clinton's two-day visit "will certainly give a fresh impetus for the ratification" of the deal.

Kim added that the U.S. support for inter-Korean dialogue before resuming international nuclear talks on the North "has been the underlying force for the progress of South-North Korean talks."

In another statement released after the meeting, the foreign ministry in Seoul said the sides renewed their condemnation of the ongoing uranium enrichment project by North Korea and agreed to press the international community to "sternly" deal with it.

"The two ministers called on North Korea to show responsible behavior for its provocations," such as the deadly bombardment of a South Korean island in November, the ministry said.

Kim and Clinton also said the North must show in deeds as well as in words that it is committed to the cause of denuclearization, calling such a move a precondition to the resumption of international nuclear talks on the North.

Clinton's trip, her first since last July, came amid growing efforts toward the resumption of six-nation talks aimed at denuclearizing North Korea through political and economic benefits.

The talks, which group the two Koreas, the U.S., China, Japan and Russia, have not been held since December 2008. Earlier this week, China's top nuclear envoy Wu Dawei proposed in front of reporters after meeting with his North Korean counterpart in Beijing that the nuclear delegates of the two Koreas hold dialogue to pave the way for the resumption of the six-nation talks.

The South said it would welcome such a meeting as the North had long brushed aside the prospect of inter-Korean talks on its nuclear arms programs, which it says are aimed at deterring U.S. invasion.

Following her visit to South Korea, which will include a courtesy call on President Lee Myung-bak on Sunday, Clinton is scheduled to fly to Japan for the final leg of her global tour.

Clinton's visit comes as the World Food Program and other U.N. relief agencies are recommending a massive amount of food assistance to feed the most vulnerable groups in North Korea, such as children and pregnant women. The U.S. and South Korea have been reluctant to fully embrace the U.N. findings that about a quarter of the 24-million population in the North need some 430,000 tons of food.

Humanitarian assistance from the South to the North instantly dried up after the communist neighbor bombarded Yeonpyeong Island.

Seoul had already been holding Pyongyang responsible for the deaths of 46 of its sailors when their warship sank near the border with the North in March.

North Korea denies torpedoing the ship while blaming the South for the artillery clash. South Korean President Lee said on the airwaves on April 1 that his country would continue to demand apologies as a precursor to the resumption of the six-party talks.

콜롬비아와 FTA 타결뒤 급진전..우리 정부 지원의도도 깔려

16일 한미 외교장관 회담에서 나온 힐러리 클린턴 미국 국무장관의 한ㆍ미 자유무역협정(FTA) 비준과 관련한 언급은 이 문제에 대한 미 행정부의 자신감을 내비친 것으로 해석된다.

클린턴 장관은 "FTA 비준이 거의 마무리 단계에 와 있으며 양국 대통령의 성과가 될 수 있을 것"이라며 "양국은 한ㆍ미 FTA와 관련해 매우 긴밀하게 함께 해왔으며 조기 비준이 될 것으로 기대한다"고 밝혔다.

이는 공화당의 반발로 난항을 겪고 있던 미 의회의 한ㆍ미 FTA 비준 문제가 미ㆍ콜롬비아 FTA의 사실상 타결 등으로 상당한 진전이 있었다는 사실을 간접적으로 내비친 것으로 볼 수 있다.

공화당은 한·미 FTA를 우선 비준해 주면 콜롬비아, 파나마와의 FTA에 대해서는 오바마 행정부가 아무런 성의를 보이지 않을 것이라며 3개 FTA를 일괄 비준해야 한다는 주장을 펼쳐왔다.

반면 백악관과 민주당은 콜롬비아와의 FTA는 콜롬비아 정부가 자유로운 노조 활동을 보장하는 내용으로 협정을 보완하지 않는 한 비준이 어렵다는 입장을 굽히지 않아 양측의 갈등이 깊어졌다.

난항을 겪던 미ㆍ콜롬비아 FTA 협상은 콜롬비아 측이 노조지도자 및 노조원에 대한 보호 장치를 대폭 강화하기로 미국과 최근 합의하면서 사실상 타결됐다.
미ㆍ파나마 FTA는 파나마가 조세피난처로 활용되고 있는 점을 미 의회가 문제 삼고 있었으나, 최근 파나마 측이 이 문제를 개선하는 관련협정을 의회에서 통과시키면서 미 의회의 지지를 얻을 수 있을 것으로 전망된다.

이에 따라 공화당도 한·미 FTA 비준을 더 이상 미룰 명분이 사라지게 돼 한·미 FTA의 앞날에 청신호가 켜졌다.

클린턴 장관이 "FTA 비준이 거의 마무리 단계에 와 있다"고 밝힌 것도 이러한 미국 내 상황 변화로 인해 미 의회가 조만간 한·미 FTA를 비준할 것이라는 자신감을 내비친 것이라고 할 수 있다.

클린턴 장관의 발언은 한ㆍ미 FTA 비준에 어려움을 겪고 있는 우리 정부를 지원하기 위한 의도도 있는 것으로 분석된다.

정부와 여당은 한ㆍ유럽연합(EU) FTA의 비준동의안을 국회에서 조기에 통과시켜 한ㆍ미 FTA 비준동의안 처리의 발판으로 삼고, 미 의회의 한ㆍ미 FTA 비준도 자극한다는 전략을 세워놓고 있었다.

하지만 올해 들어 불거진 한ㆍEU FTA 협정문의 한글본 번역 오류로 이러한 계획에 차질이 빚어졌고, 한ㆍ미 FTA 한글본에서도 번역 오류가 발견되면서 상황은 정부에 불리하게만 전개됐다.

더구나 한ㆍEU FTA(자유무역협정) 비준동의안이 15일 외교통상통일위 법안심사소위에서 부결되면서, 한ㆍ미 FTA에 강한 반대 목소리를 내고 있는 야당에 더욱 힘이 실렸다.

이러한 상황에서 미 국무장관이 한ㆍ미 FTA의 조기 비준 가능성을 거론하며 강력한 지지 의사를 밝힌 것은 우리 정부에 힘을 실어주려는 의도로 볼 수 있다.
클린턴 장관에 이어 게리 로크 미국 상무장관도 미 하원의원 5명과 함께 오는 27~29일 한국을 방문해 한ㆍ미 FTA의 조속한 의회 비준 필요성을 강조하며 우리 정부를 지원할 계획이다.

최석영 외교통상부 FTA교섭대표는 "미 국무장관과 상무장관이 잇따라 우리나라를 방문하는 것은 한ㆍ미 FTA의 조기 비준을 지원하려는 의도가 깔려있다"며 "한ㆍ미 FTA에 앞서 한ㆍEU FTA가 조속히 비준되길 기대한다"고 말했다.
