Hyundai Group joins consortium to set up new mobile carrier

Hyundai Group, a South Korean family-run conglomerate, has joined a consortium to launch a new mobile carrier in the country, company and industry sources said Monday.

Hyundai affiliates such as Hyundai Securities Co. and Hyundai U&I will invest roughly 180 billion won (US$161 million) in the Internet Space Time (IST) consortium made up of small and medium businesses, the source said.

"Initially, the group's flagship company -- Hyundai Merchant Marines -- planned to take part in the consortium, but opted to stay out," an insider said. "The exact size of the investment may fluctuate depending on various factors."

The decision by Hyundai to join IST is expected to allow the consortium to submit a request for a formal business permit from the Korea and Communications Commission early next week, just before the Nov. 18 deadline.

Hyundai declined to confirm or deny it had joined IST.

"The company does not have any formal announcements to make on this matter," a spokesperson said.

Industry watchers, meanwhile, said that the size of Hyundai's investment will make it the No. 2 shareholder of IST after the special purpose company created by Korea Federation of Small and Medium Business.

They said that IST is expected to compete with the Korea Mobile Internet (KMI) consortium to become South Korea's fourth mobile carrier. KMI, is supported by the Dongbu Group, and officially requested a mobile service permit in August.

At present, the country has three mobile operators -- SK Telecom Co., KT Corp. and LG Uplus Corp. (Yonhap News)

현대증권 등이 1천800억 투자

현대그룹이 제4이동통신 참여를 확정했다.

7일 현대그룹과 관련 업계에 따르면 지난 주말 중소기업 컨소시엄인 인터넷스페 이스타임(IST)에 현대증권과 현대유엔아이 등의 계열사가 1천800억원 규모를 투자하는 방법으로 참여하겠다는 통보를 했다.

그러나 투자 규모는 변동이 있을 수 있는 것으로 알려졌다.

현대 관계자는 이와 관련 "제4이동통신 사업에 참여하기로 한 것은 사실"이라면 서 "그러나 구체적인 규모가 확정된 것은 없다"고 말했다.

현대는 그동안 제4이동통신 사업 참여에 대해 공식적인 확인을 해주지 않았다.

업계의 한 관계자는 "현대는 주력 계열사인 현대상선 등이 IST컨소시엄에 참여하는 방안도 고려했으나 경기에 민감한 업종이어서 투자에 부담을 느껴 대상 에 포함시키지 않은 것으로 안다"고 말했다.

현대가 투자 방침을 정리함에 따라 IST컨소시엄은 오는 14∼16일 방송통신위원회에 사업허가 신청서를 제출할 계획이다. 주파수 할당 신청 기한은 18일이다.

IST컨소시엄은 중소기업중앙회가 설립한 특수목적법인(SPC)이 최대주주, 현대가 2대주주의 지위를 가지게 된다.

동부그룹이 참여한 것으로 알려진 한국모바일인터넷(KMI)은 앞서 지난 8월 사업 허가 신청을 이미 냈다.

IST컨소시엄은 KMI와 사업권 획득을 위한 경쟁을 벌이게 된다.
