Tanker drivers stole over 460,000 liters of military oil: report

Contractors employed to deliver oil to the military have stolen hundreds of thousands of liters over the past three years, a report revealed Monday, raising concerns about lax fuel management amid soaring energy costs.

Tanker drivers siphoned off 462,000 liters of oil between 2009 and the beginning of September in transit from the country's three oil companies -- GS Caltex, S-Oil and SK Energy, according to the defense ministry report submitted for the annual parliamentary audit.

Those drivers who were caught were fined five times the oil price and charged with theft, the report said.

The ministry has beefed up its monitoring of oil tankers and extended the ban on contractors whose employees are involved in thefts from two to three years.

With growing calls for a stronger oil management system, the defense ministry will put in place a total of 264 oil gauges in military divisions from next year, officials said. (Yonhap News)

지난 3년간 군용 유류 46만여ℓ가 몰래 빼돌려 졌던 것으로 나타나 군용 유류에 대한 군의 관리감독 강화가 시급한 것으로 지적됐 다.

국회 국방위원회 서종표(민주당) 의원이 26일 국방부로부터 제출받은 `최근 3년 간 군용유류 부정유출 현황'에 따르면 3대 메이저 유류회사의 군용유류 수송을 맡은 유조차 운전기사들이 조금씩 기름을 빼내는 방법으로 2009년부터 올해 현재까지 훔친 군용유류는 무려 46만2천900ℓ였다.

GS칼텍스나 에쓰오일 그리고 SK에너지의 군용유류를 운반하는 유조차 운전기사 들은 6개월~2년간 적게는 6천900ℓ에서 많게는 40만ℓ의 군납유류를 훔쳤다가 뒤늦 게 발각돼 계약 조건에 따라 5배에 해당하는 비용을 배상하거나 현재 재판을 받고 있다.

국방부는 뒤늦게 군용유류 부정 유출에 대한 사례와 수법을 각 군에 알리는 한 편 군용유류를 실은 유조차량에 대한 정기점검과 불시점검을 강화하고 부정하게 기름을 빼돌린 운전기사가 소속된 수송 업체의 군납참여 금지 기간을 2년에서 3년으로 연장하는 등 후속조치를 마련했다.

국방부는 특히 군용유류 부정을 막을 수 있는 주요 장비인 유량계측기를 오는 2 012년부터 연차적으로 사단급 부대에 도입, 총 264개를 설치할 예정이다.

서 의원은 "군용유류는 전시에는 전쟁의 승패와 직결되는 요소로, 고유가 시대 를 맞아 유류 확보가 쉽지 않은 상황에서 군용유류가 부정 유출되지 않도록 주의를 기울여야 한다"고 말했다.
