Security on Korean Peninsula worsens sharply in Q2: think tank

Security on the Korean Peninsula worsened in the second quarter of the year to one of the lowest levels in recent years, a report showed Wednesday, as North Korea launched a long-range rocket and escalated belligerent rhetoric against the South.

The Samsung Economic Research Institute said in a report that its Korean Peninsula Security Index (KPSI), which is calculated based on a survey of about 40 security experts, was 42.22 for the April-June period, one of the lowest levels in recent years.

The index was 40.64 when North Korea carried out its first-ever nuclear test in 2006.

A reading below 50 means a worsening of the situation while a figure over 50 means an improvement.

The North's long-range rocket launch in April and the regime's harsh rhetoric against the South are believed to have contributed to the worsening of the situation, the think tank said.

"Experts shared the view that there are limits to North Korea policies South Korea can take in a situation where the possibility of resolving the North Korean nuclear issue is remote and the possibility of additional North Korean provocations remains latent." (Yonhap News)

올해 2분기 한반도의 안보상황이 최악의 수준까 지 나빠졌다는 평가가 나왔다.

6일 삼성경제연구소가 한국, 미국, 일본, 중국, 러시아 등 5개국 한반도 전문가 40여명을 설문조사해 분석한 '한반도 정세보고서'를 보면 올해 2분기 한반도안보지수(KPSI)는 42.22를 나타냈다.

이는 한반도안보지수가 가장 나빴던 2006년 10월 북한의 1차 핵실험 당시의 40.64에 근접한 수준이다.

KPSI는 삼성경제연구소가 한반도 안보상황을 평가하려고 조사 결과를 계량화해 산출하는 지수다. 50 이상은 상황 호전, 이하는 악화를 의미한다.

2분기 지수가 크게 떨어진 것은 북한의 인공위성 발사, 대남 강경입장 표명 때문으로 분석됐다.

특히 북ㆍ중 관계가 안보지수 조사 이후 최저인 36.41로 악화하는 등 북한에 대 한 주변국의 인식이 크게 나빠진 것이 안보지수를 떨어뜨렸다고 연구소는 지적했다.

북ㆍ러 관계도 가스관 연결사업 등이 있었던 2011년 4분기에는 70.83까지 올랐으나 이번 조사에서는 35.87로 급락했다.

특히 남북 당국간 관계는 2005년 안보지수 조사 이후 최저인 15.22로 떨어졌다.

연구소는 "북핵문제가 해결될 가능성이 요원하고 북한의 대남 추가 도발 가능성 이 잠재된 상황에서 한국 정부가 취할 수 있는 대북정책이 극히 제한적이라는 것이 전문가들의 공통된 의견"이라고 설명했다.

대조적으로 미ㆍ중, 중ㆍ러 등 한반도 주변국간 관계는 각각 50.00, 60.56으로 최고상태를 보였다.

북한의 내부 정치적 안정성은 2분기에 53.80을 기록했다. 김정일 국방위원장 사망 직후인 전분기(37.77)보다 크게 호전됐다. 이는 북한 군부가 김정은 체제를 중심으로 순조롭게 전환하고 있다는 의미로 분석됐다.

북한 군부의 안정성도 48.91을 기록해 안정적 수준에 근접한 것으로 조사됐다.

한국의 정치사회적 안정성은 전분기(37.23)보다 상승한 45.56을 기록했으나 2011 년 3분기 이후 연속으로 기준점(50)을 밑돌았다.

한국의 경제적 안정성은 유럽 경제위기 등의 영향으로 47.83에 그쳤다.
