A compulsory seat belt-wearing law for all passengers on motorways nationwide will take effect on Friday, the National Police Agency (NPA) said Thursday.

   Under the new law, all passengers of vehicles, including those sitting in the back seats, must put on seat belts when they are on a motorway, a measure aimed to reduce casualties in traffic accidents, said the NPA.

   NPA officials said offenders will be fined 30,000 won (US$27).

   There are 120 motorways across the country for only motorized vehicles, which are allowed to run at a maximum speed of 90 kilometers per hour.

   Currently, the all-passenger rule is applied only to inter-city express buses running on motorways, so back-seat passengers of sedans do not have to wear safety belts.

   Police said the measure was taken because the country's traffic fatality rate on motorways is as high as on highways.

   The fatality rate of traffic accidents on highways was 10.6 percent in 2009 when 9,636 people were injured and 397 others were killed in 3,748 traffic accidents. The corresponding rate was 7 percent for motorways, according to the police tally.

내일부터 자동차전용도로 전좌석 안전띠 의무화

다음달 1일부터 올림픽대로나 강변북로 같은 자동차전용도로에서는 앞좌석뿐 아니라 뒷자석까지 모두 안전띠를 매야 한다. 만약 안전띠를 매지 않으면 운전자에게 범칙금이나 과태료 3만원이 부과된다.

경찰청은 4월1일부터 자동차전용도로에서 차량 전좌석의 안전띠 착용을 의무화하는 도로교통법 시행규칙 개정안을 시행한다고 31일 밝혔다.

이에 따라 경찰은 자동차전용도로에서 안전띠를 매지 않은 승객이 있는 차량을 적발하면 운전자에게 범칙금이나 과태료로 3만원을 부과할 방침이다.

자동차전용도로는 중앙분리대의 최소 폭이 2ｍ 이상으로 설계된 제한최고속도 시속 90㎞ 이하의 도로로 전국에 120개 노선이 있으며 이륜차는 통행이 금지돼 있다.

그동안 자동차전용도로에서는 고속시외버스만 전좌석 안전띠 착용이 의무화됐고, 승용차 뒷좌석 승객은 안전띠를 매지 않아도 됐다.

경찰이 고속도로와 마찬가지로 자동차전용도로에서도 전좌석 안전띠 착용을 의무화하기로 한 것은 교통사고 치사율이 고속도로만큼 높기 때문이다.

2009년 고속도로에서는 3748건의 사고가 발생해 9636명이 다치고 397명이 사망해 10.6%의 치사율을 보였으며, 자동차전용도로에서는 7306건의 사고로 1만6066명이 부상하고 512명이 숨져 7.0%의 치사율을 기록했다. 일반도로에서 같은 기간 치사율은 2.2%였다.

경찰 관계자는 “내일부터 단속이 시작돼 과태료나 범칙금을 부과할 수 있다. 하지만 ‘단속을 위한 단속’은 지양하고 홍보를 확대하는 한편 현장 경찰관의 판단에 따라 계도할 수 있도록 할 계획”이라고 말했다.
