Nine Chinese fishermen arrested

South Korea's Coast Guard said Thursday it has formally arrested the Chinese fishing boat captain accused of murdering a law enforcement officer earlier in the week.

Authorities said the Incheon District Court issued a formal warrant of arrest for the captain, who has been in custody since Monday. The identity of the 46-year-old fisherman has not been revealed, but he is suspected of killing Lee Cheong-ho with a knife and seriously wounding a second officer.

The fishing boat was operating 87 kilometers southwest of Socheong Island in the Yellow Sea within South Korea's exclusive economic zone, when it was boarded by Coast Guard officers.

In addition to the Chinese captain, who denied he had anything to do with the killing, eight crew members of the ill-fated fishing boat were arrested for criminal obstruction of justice.

"The captain and his crew will be held and questioned at the Incheon Coast Guard office before the case is handed over to the public prosecutors office prior to trial," a spokesperson said.

The Coast Guard said it has also requested an arrest warrant for a second captain of a Chinese fishing boat captain who allegedly interfered in the seizure of the vessel on which the local law enforcement officer was stabbed.

Authorities said that the 31-year-old captain of the 66-ton second vessel slammed into the boat that was being boarded by Coast Guard officers.

Investigators claimed they have secured incriminating testimony from Chinese crew members that supports their case.

The Chinese captain is also being charged with obstruction of justice and will be tried in a South Korean court. (Yonhap News)

중국 선원 9명 전원 구속

인천해양경찰서는 15일 불법조업 단속에 나선 해경 단속대원들에게 흉기를 휘둘러 대원을 숨지게 한 혐의(살인) 등으로 중국어선 루원위호 선장 청모(42)씨를 구속했다.

또 불법 조업 단속에 나선 단속대원들에게 둔기를 휘둘러 업무를 방해한 혐의( 특수공무집행방해)로 리모(46)씨 등 같은 어선 선원 8명을 구속했다.

청씨는 지난 12일 오전 6시59분께 인천시 옹진군 소청도 남서쪽 87km 해상에서 배타적경제수역(EEZ)을 침범해 불법조업을 하다가 고(故) 이청호(41) 경사 등 해경 단속대원 10명에 의해 나포당하자 이 경사에게 흉기를 휘둘러 사망에 이르게 한 혐 의 등을 받고 있다.

리씨 등 선원 8명은 중국어선 승선과 나포를 시도하는 대원들에게 삽ㆍ죽창 등 둔기를 휘둘러 공무 집행을 방해한 혐의를 받고 있다.

청씨를 포함한 선원 9명은 사건을 검찰에 송치할 때까지 인천해경 유치장에 수 감된 채 추가 조사를 받게 된다.

해경은 지난 13일 이들에 대한 구속영장을 신청했으며 15일 오후 2~4시 인천지 법에서 영장 실질 심사가 진행됐다.

선원들이 오후 1시30분께 호송버스를 타고 법원에 도착하고서 5분 뒤 청씨가 스 타렉스를 타고 도착했다. 해경 직원들과 함께 법원에 도착한 이들은 곧장 실질 심사 대기실로 향했다.

한편 해경은 루원위호 나포를 위해 해양경찰 대원들이 승선했을 때 나포작전을 방해하려고 고의로 이 어선을 들이받는 행위를 주도한 혐의(특수공무집행방해)로 당 시 현장에 있던 또 다른 중국어선 선장 류모(31)씨에 대해 구속영장을 이날 신청했다.

"中어선 흉기저항하면 접근시부터 총기사용 검토"

모강인 해양경찰청장은 15일 "중국 불법조업 선 원이 검색에 불응하고 흉기를 소지한 채 저항할 경우 접근단계서부터 해경이 총기를 사용할 수 있도록 매뉴얼을 개선할 생각"이라고 밝혔다.

모 청장은 중국 불법조업 선원의 우리 해경 살해사건에 따라 오전 국회에서 긴 급히 마련된 외교통상통일위 현안 간담회에 출석해 이같이 밝혔다.

그는 불법조업에 대한 단속 강화를 위해 "기본적으로 서남해 경비함정을 하루 6 척에서 9척으로 증가 배치할 필요가 있다. 그렇게 되면 대형경비함정 1척이 담당구 역을 움직이는 데 걸리는 시간이 1시간50분에서 1시간으로 준다"고 설명했다.

또 ▲해상특수기동대 대부분을 일반경찰관 출신에서 군 특수부대경력자로 대체 하고 ▲해경의 위험수당을 5만원에서 육지의 일반형사 수준인 30만원으로 올리는 방 안 등을 추진 중이라고 밝혔다.
