Probe launched into bribery allegations surrounding communications watchdog head

Prosecutors said Tuesday they have launched an investigation into allegations that a former aide to the communications watchdog's head received massive bribes from an operator of a local education institution, who is also suspected of embezzlement.

The probe was opened to verify the allegations that the aide, surnamed Jeong, received nearly 200 million won (US$173,800) from Kim Hak-in, the chairman of the board for Korea Broadcasting and Art School, a college-level vocational school focused on broadcasting careers.

The communications policy aide to Korea Communications Commission Chairman Choi See-joong reportedly received the money in return for business favors regarding the watchdog's regulation of the broadcasting school.

Jeong became Choi's aide in 2008 after working for the election campaign of President Lee Myung-bak in the previous year. He is now running a private business overseas after leaving the commission last year, the communications watchdog said.

Late Monday, prosecutors applied for a warrant to arrest the head of the broadcasting school on separate embezzlement charges.

Kim Hak-in, also a board member for the state-run Education Broadcasting System, is facing suspicion that he privately used billions of won in school tuition income and evaded paying taxes over the past four years.

Prosecutors said they are questioning Kim over the embezzlement allegations as well as the bribery suspicion. News reports also raised allegations that Kim greased hands of other high-profile ruling party lawmakers and public officials in order to win the board seat at the state-run education broadcasting firm and gain other business favors.

The national communications watchdog, meanwhile, denied the allegations surrounding its head, saying the bribery allegations, if any, are irrelevant to its chairman. (Yonhap News)

최시중 측근 거액 수수 의혹

수백억원대 횡령 혐의로 검찰 수사를 받고 있는 김학인(48) 한국방송예술진흥원(이하 한예진) 이사장이 최시중 방송통신위원회 위원장의 측근에게 거액을 제공했다는 의혹이 제기됐다.

3일 사정당국에 따르면 김 이사장은 각종 청탁 명목으로 최 위원장의 정책보좌 역을 지낸 정모씨에게 2억원대 금품을 건넸다는 의혹을 받고 있다.

한예진 횡령 의혹을 수사 중인 서울중앙지검 금융조세조사3부(윤희식 부장검사) 는 김 이사장이 학비 횡령을 통해 조성한 비자금에 대한 용처 조사에서 정씨와 관련 된 단서가 포착되면 수사에 착수할 방침이다.

최근 3~4년간 한예진과 부설 한국방송아카데미를 운영하며 학비로 받은 수백억 원을 빼돌리고 수십억원의 세금을 탈루한 혐의(특정경제범죄가중처벌법상 횡령 등) 로 구속영장이 청구된 김 이사장은 이날 오후 서울중앙지법에서 열린 구속 전 피의 자 심문(영장실질심사)에 출석했다.

김 이사장은 심문에 앞서 '정씨에게 돈을 건넨 적이 있느냐'는 취재진 질문에 아무런 답변 없이 법정으로 향했다.

김 이사장의 구속 여부는 이날 밤늦게 결정될 것으로 보인다.

정씨는 이명박 대통령의 대선 캠프에 있다가 2008년부터 방통위원장 정책보좌역 으로 일했으며, 작년 10월20일 계약이 해지된 뒤 현재 동남아에서 사업을 하는 것으 로 알려졌다.

방통위 관계자는 "정씨가 사업을 하겠다고 해서 스스로 그만뒀다"고 말했다.

검찰은 한예진이 방송기술 전문교육기관으로 방통위 업무와 연관돼 있어 김 이 사장이 이와 관련한 로비를 벌였을 가능성이 있을 것으로 보고 있다.

일각에서는 김 이사장이 EBS 이사 선임 로비 명목으로 정씨에게 돈을 건넸을 것 이라는 의혹을 제기하고 있다.

김 이사장이 정씨에게 돈을 건넸다면 방통위 고위층이나 여권 실세 등 정관계 로비에 사용됐을 가능성도 배제할 수 없다는 관측도 나온다.

검찰 관계자는 "소문이 있어 모든 가능성을 다 열어놓고 있지만 아직 수사에 들 어갈 만한 수준이 아니다. 현재로서는 이렇다저렇다 말할 단계가 아니다"라고 말했 다.

이와 관련, 정씨는 방통위 측과의 통화에서 "말도 안 된다"며 금품수수 의혹을 전면 부인한 것으로 전해졌다.

이에 방통위는 자료를 내고 "퇴직한 정 보좌역의 금품수수 여부에 대해서는 검 찰 수사에서 시비가 가려질 것"이라며 최 위원장과는 무관한 일이라고 해명했다.

김 이사장의 EBS 이사 선임 의혹에 대해서도 "김씨는 공모절차를 통해 교육계 추천으로 위원회 전체회의 의결을 거쳐 9명의 이사 중 1명으로 선임됐고, 이 과정에 서 금품수수는 구조적으로 불가능하며 있을 수도 없는 일"이라고 반박했다.
