A prolonged cold spell sent the mercury plummeting nationwide on Sunday, with temperatures in even the usually warmer southern regions dropping to their lowest in decades, the country's weather agency said.

Seoul recorded minus 17.8 C, the lowest since a minus 18.6 C reading in the nation's capital on Jan. 15, 2001, said the Korea Meteorological Administration (KMA).

The morning low dropped to minus 24.3 C in Cheorwon, a town in Gangwon Province close to the border with North Korea, the lowest temperature in the country, minus 22.4 in Paju, a border town in Gyeonggi Province, and minus 22.1 C in Chuncheon, Gangwon Province, according to the KMA.

The southern port city of Busan recorded minus 12 C, the lowest in 96 years since a minus 14 C was recorded in 1915.

Citizens in Ulsan, an southeastern port city, saw the coldest weather in 44 years with the morning low dropping to minus 13.5 C, the lowest since minus 14.3 C recorded on Jan. 6, 1967.

The cold spell was no exception on the southern resort island of Jeju and in Jeolla provinces. On Jeju, the mercury dipped to minus 3.3 C, the KMA said.

Heavy snowfall and high waves disrupted ground and sea traffic in those areas.

Several major roads were forced to close on Jeju, and about 10 ferry services were suspended at major ports on the southern coasts, including Mokpo.

The cold spell also caused water pipes to freeze and burst across the country, including Busan, where tens of such reports arrived overnight.

The cold spell is expected to ease around Tuesday but temperatures will remain lower than average all week long, with morning lows in Seoul expected to hover around minus 10, said the KMA.

It also forecast that Ulleung Island and the Dokdo islets in the East Sea and mountainous areas of Jeju will receive up to 20 centimeters of snowfall and southern provinces on the west coast will see up to 10 centimeters of snowfall on Monday. (Yonhap News)

'10년 만의 한파'에 서울 수도계량기 동파 속출

영하 17.4도…2001년 1월 이후 최저 기온

서울의 아침 최저 기온이 영하 17.4도에 이르는 '10년 만의 한파'가 맹위를 떨친 16일 오전 서울 전역에서 수도계량기 동파 신고가 잇따랐다.

서울 상수도사업본부에 따르면 15일 오후 5시부터 16일 오전 5시까지 무려 77건의 수도계량기 동파 신고가 접수됐다. 

권역별로는 강서(강서ㆍ양천ㆍ구로)가 25건으로 가장 많고, 서부(은평ㆍ서대문등) 12건, 강동(강동ㆍ송파) 10건, 북부(도봉ㆍ강북 등) 9건, 동부(동대문ㆍ성동 등) 8건, 남부(영등포ㆍ동작 등) 5건, 강남(서초ㆍ강남) 4건, 중부(종로ㆍ성북 등)  4건 등이다.

한파가 본격적으로 몰아친 전날부터 이날 새벽 사이 서울 상수도사업본부에  접수된 수도계량기 동파 신고는 모두 123건에 달한다.

사업본부 관계자는 "오래된 복도식 아파트와 계량기가 외부에 있는  연립주택에서 주로 동파 사고가 발생했다"며 "물을 약하게 틀어놓거나 미터기를 헌 옷가지로 보호하면 동파 예방에 큰 도움이 된다"고 조언했다.

기상청은 "오늘 서울의 아침 최저 기온이 오전 6시 현재 영하 17.4도로 2001년1월15일 이후 가장 낮은 기온을 기록하고 체감 온도는 영하 23도까지 떨어졌다"며 "건강과 시설물 관리, 화재 예방에 유의해야 한다"고 당부했다.
