Korea strengthens customs inspections to stop smuggling of 'human flesh capsules'

South Korea has strengthened customs inspections to stop smuggling of pills made of dead human fetuses or infants from China as such pills could pose serious health hazards, officials said Sunday.

Smuggling of the so-called "human flesh capsules" has increased since the first case was caught in August last year. Customs authorities have so far uncovered 35 attempts to bring in such pills, totaling 17,451 capsules, in travelers' luggage or by mail.

Such pills are believed to be sold as stamina enhancement drugs, but customs officials said they are contaminated with "super bacteria" and other disease-causing organisms and could cause serious health problems.

Some of those pills are smuggled in capsules of other legitimate drugs to disguise the contents.

Officials said they will strengthen inspections of drugs arriving from China, especially such cities as Yanji, Jilin, Qingdao and Tianjin, where many of human flesh pills are believed to be produced. (Yonhap News)

6일 관세청에 따르면 인육캡슐의 국내 밀반입은 작년 8월 세관에 처음 발견되고 서 지금까지 여행자 휴대품 형태로 29건(1만1천430정), 국제우편물로 6건(6천21정) 이 적발됐다.

주요 생산지는 중국 연길 14건(6천216정), 길림 5건(4천358정), 청도 4건(708정), 천진 3건(1천210정) 등이다.

밀반입 수법은 갈수록 치밀해지고 있다.

인육캡슐의 색상과 냄새를 식별할 수 없게 생약 등 식물성 물질을 혼합한 캡슐이 등장하고 의약품 포장 속 내용물을 꺼내고 나서 인육캡슐로 바꿔치기하는 일명 '통갈이' 수법이 이용되는 것이다.

관세청은 문제의 인육 캡슐에는 슈퍼 박테리아 등 인체에 치명적인 물질이 함유 된 것으로 확인돼 국민건강 보호 차원에서 국경에서 밀반입을 차단하기로 했다.

중국발 여행자휴대품, 특송•우편물로 반입되는 성분표기 미상의 약품(캡슐) 및 분말은 전량 개장검사와 분석을 하고 포장에 의약품으로 표기된 물품도 내용물 확인을 강화한다는 방침이다.

특히 중국의 주요 생산•판매지역에서 반입되는 물품은 집중하여 단속하기로 했다.

국민건강과 직결되는 식•의약품은 목록 제출 등 간이 통관절차를 배제하고 통관요건을 갖춰 정식 수입통관 절차를 거치도록 했다.

관세청은 중국•동남아 등에서 건강보조식품 등을 구매할 때는 성분 표시사항 과 수입 가능 여부를 미리 확인하고서 의심스러우면 세관 등 관계기관에 신고해 달라고 당부했다.
