Prisoners in Venezuelan penitentiaries can do everything they desire, except for leaving there, New York Times reported.

The report revealed lives of prisoners in the San Antonio prison on Margarita Island of the South American country, depicting the prison as "paradise."

"The prison for more than 2,000 Venezuelans and foreigners held largely for drug trafficking more like a Hugh Hefner-inspired fleshpot than a stockade for toughened smugglers," the NYT reported in its website.

Bikini-clad female visitors enjoy the Caribbean sun in an outdoor pool. Marijuana smoke is common there. Paintings of the Playboy logo decorates the pool hall. Prisoners even have BlackBerries and laptops to have arrange drug deals, abductions and murders from their cells, the police were quoted as saying by NYT.

There are some visitors go inside to buy drugs. "Prisoners and visitors alike make use of an alley between cells to smoke marijuana and crack cocaine," the report said.

Venezuela' s government knows the problems within its prisons, where fighting between gangs contributes to a high number of killings. Human rights researchers found that 476 prisoners or about one percent of the nation’s entire prison population of 44,520, were killed last year alone.

베네수엘라 마가리타 섬에 있는 샌 안토니오 교도소의 바깥 모습은 다른 교도소와 다르지 않다.

교도소 안에는 다른 세상이 펼쳐진다. 비키니 차림의 여성 방문자가 수영장에서놀고 있고 레게풍의 클럽은 남녀 연인으로 가득 차 있다. 수영장 현관은 플레이보이로고로 장식돼 있다.

NYT는 4일(현지시각) 샌 안토니오 교도소의 내부를 남성 취향의 잡지 플레이보이를 창간한 휴 헤프너의 영향을 받은 환락가 같다고 묘사했다.

베네수엘라의 다른 교도소 사정도 크게 다르지 않다.

교도소 방문자들이 교도소에서 마약을 구입할 수도 있고 재소자들이 에어컨과 위성 TV 안테나까지 설치돼 있는 방에서 여자 친구나 부인들과 함께 시간을 보낼 수도 있다.

재소자들은 자신들이 번 돈으로 이런 특권을 누리고 있다며 탈옥자들도 거의 없다고 전했다.

하지만, 심각한 문제들이 많다.

다량의 총기가 돌아다니고 무장한 재소자들이 자치권을 행사하는 것도 흔하다.

군대에서 10년 복무한 뒤 코카인 밀수로 복역 중인 폴 마킨(33)은 "교도소에서 처음 본 총도 많다"고 말했다.

재소자 간 싸움으로 사상자도 발생하고 있다. 베네수엘라 인권단체들은 지난해에만 476명의 재소자가 사망했다고 밝혔다. 이는 전체 재소자 4만4천520명의 1%에 달하는 규모다.

재소자들의 폭동 사건도 잇따라 발생하고 있다.

지난 4월 한 교도소에서는 결핵이 발병하자 재소자들이 의료팀 파견을 요구하며교도소장 등 22명의 교도소 직원들을 인질로 잡는 소동을 벌였고 한 달 뒤에는 다른 교도소 재소자들이 부당한 대우을 개선해달라며 교도소장 등 14명의 직원을 인질로잡았다.

베네수엘라 정부도 문제점을 인식하고 있다.

최근 새로운 교정 관련 부서를 만들겠다고 발표했으며 휴고 차베스 대통령이 샌안토니오 교도소에 여성 수감자들을 위한 동을 만들겠다고 TV에 나와 발표도 했다.

하지만, 인권단체들은 부패와 제도적 무질서 때문에 교도소 상황이 개선될 수 없다고 지적하고 있다.

전문 교정 인력도 부족한 상황이다.

1990년대 이후 교정 관련 교육을 받은 1천200명 중 교도소에서 일하는 인력은 30명에도 미치지 못한다.
