MOSCOW (AP) -- A disgraced Russian army colonel convicted of murdering a Chechen teenage girl was gunned down contract-style in downtown Moscow Friday, investigators said.

Yuri Budanov was sentenced to 10 years in jail for kidnapping and murdering 18-year-old Heda Kungayeva in 2000. His 2009 release on parole sparked protests in Chechnya, but was cheered by Russian ultranationalists and neo-Nazis.

An unidentified assassin fired six shots at Budanov as the 48-year-old ex-colonel walked out of a notary office on a central Moscow street, Russia‘s top investigative agency said. Four of the shots hit him in the head, killing him instantly.

The assassin left a gun with a silencer in a half-burned car that was found several blocks away from the murder site, the Investigative Committee said.

Human rights defenders have accused Russian security forces and their pro-Moscow Chechen allies of widespread abuses against civilians in Chechnya, including kidnapping, torture and extrajudicial killings.

Budanov was one of only a handful of Russian officers to be prosecuted over what rights groups say were widespread atrocities during two wars between Islamist Chechen separatists and the federal government.

During the trial, Budanov said he strangled Kungayeva in a fit of rage, believing she was a rebel sniper. Lawyers for the woman’s family also accused him of raping and torturing her, but the charges were later dropped.

Investigators said no evidence of involvement of ethnic Chechens in the killing was found. ``The murder could have been a provocation,‘’ Investigative Committee spokesman Vladimir Markin said in televised remarks.

The father of Budanov‘s victim also said the murder was not related to his daughter’s killing.

``Other people don‘t need to avenge my daughter, and they won’t,‘’ Visa Kungayev, who lives with his family in Norway, told RIA Novosti news agency. ``I think investigators will sort it out. They did sort out the killing of my lawyer.‘’

Shortly after Budanov‘s release on parole, prominent human rights lawyer Stanislav Markelov was gunned down in central Moscow along with an independent reporter. Two Russian neo-Nazis convicted of the murder said during their trial that they hoped the murder would be blamed on Budanov’s supporters.

A respected human rights group said a vendetta was one of the possible reasons behind the murder. ``It could have been revenge for other crimes Budanov committed while serving in Chechnya,‘’ Memorial‘s chairman Oleg Orlov said.

His group has long claimed that Budanov, who headed a tank regiment operating in central Chechnya, was involved in the kidnapping of at least seven other Chechen civilians. Four of them were found dead with hands bound and traces of torture, it said.

``We have serious evidence to think that he was implicated in those murders,’‘ Orlov told The Associated Press.

A 2009 trial cleared Budanov of those charges.

Chechnya’s Kremlin-backed leader Ramzan Kadyrov said at the time that Chechens will ``find a proper way‘’ to get their revenge against him.

Rights groups said Budanov received more lenient treatment than some people convicted of nonviolent crimes, showing authorities‘ tacit acceptance of human rights abuses in Chechnya and neighboring provinces in the Caucasus region.

After Budanov’s arrest in 2000, a military court ruled that he was temporarily insane at the time of the killing and not criminally responsible. But a Supreme Court ruling ordered a new trial that ended with Budanov‘s conviction in 2003 after which he was stripped of his rank and awards.

인테르팍스 통신 등에 따르면 지난 2000년 체첸 여성 엘자 쿤가예바를 납치ㆍ살 해한 죄로 9년을 복역하고 2009년 가석방됐던 전 러시아군 대령 유리 부다노프(48) 가 이날 낮 12시 30분(현지시간)께 모스크바 남쪽 ’콤소몰스키 프로스펙트‘ 거리에 서 괴한의 총을 맞고 숨졌다.

사고 당시 부다노프는 군복을 입고 공증 사무소에서 일을 보고 나오던 중이었던 것으로 알려졌다.

연방수사위원회 대변인 블라디미르 마르킨은 “부다노프가 머리에 4발의 총알을 맞고 숨졌다”며 “범인은 범행 후 곧바로 일제 승용차를 타고 도주했다”고 밝혔다.

범인이 이용했던 것으로 보이는 승용차는 얼마 뒤 범행 현장에서 멀지 않은 곳에 서 일부가 불탄 채 발견됐으며 차 안에서는 소음기가 달린 권총이 발견됐다고 마르 킨 대변인은 전했다. 경찰은 범인이 사전에 치밀하게 범행을 준비했던 것으로 보인다고 밝혔다.

러시아군의 체첸 내 인권유린을 고발해온 인권운동가들은 부다노프가 체첸인에 의해 보복을 당했을 가능성이 큰 것으로 보고 있다.

러시아 인권 단체 ’메모리알‘ 대표 올렉 오를로프는 “부다노프가 체첸에 머무는 동안 저지른 범행에 대한 복수일 가능성을 배제하지 않는다”고 말했다.

그는 “부다노프는 자신이 저지른 많은 범죄 가운데 하나에 대해서만 법의 처벌 을 받았을 뿐”이라면서 그동안 체첸인들이 다른 죄를 이유로 부다노프를 다시 법정 에 세우려는 움직임을 보여왔음을 상기시켰다.

부다노프의 변호인이었던 알렉세이 둘리모프도 “무슬림이나 테러리스트의 소행 일 수 있다”며 “사법기관은 이를 미리 예상하고 부다노프가 가석방된 뒤 그에게 경 호원을 붙였어야 했다”고 지적했다.

러시아 사법당국은 부다노프 살해로 러시아 민족주의자들이 캅카스 인종에 대한 보복에 나설 것에 대비, 모스크바 전역에 경계 강화 조치를 취했다고 인테르팍스 통 신은 전했다.

◇ 부다노프는 누구 = 부다노프 대령은 러시아 연방 정부군의 체첸 반군 소탕 작전이 한창이던 2000년 3월 당시 18세의 체첸 여성 쿤가예바를 반군의 저격수로 활 동했다는 혐의로 체포해 심문하는 과정에서 그를 성폭행하고 질식사시켜 암매장했다 .

곧이어 납치 및 살인 혐의로 검찰에 체포된 그는 첫 재판에서 정신 이상 증세로 법적 책임능력이 없다는 판정에 따라 형사 처벌을 면제받았으나 2003년 7월 재기소 돼 10년 형을 선고받았다.

복역 도중 작전 임무 수행 과정에서 불가피하게 저지른 범죄라는 이유로 끊임없 이 사면을 요구하던 그는 2009년 1월 9년의 형기를 마치고 가석방됐다.

그런데 마침 그 무렵 쿤가예바 유족 변호를 맡았던 인권 변호사 스타니슬라프 마르켈로프가 살해되는 사건이 발생했다. 쿤가예바의 유족들을 도와 부다노프 대령 측을 상대로 법정 싸움을 벌였던 마르켈로프는 부다노프의 가석방에 항의하는 기자 회견을 마치고 나오다 길거리에서 머리에 총을 맞고 숨졌다.

이 사건 수사 과정에서 부다노프가 개입됐을 수 있다는 가설이 제기됐으나 본인 은 “러시아인들과 체첸인들을 이간질하려는 음모”라며 혐의를 강하게 부인했었다. (연합뉴스)
