Power blackouts strike across the country

Seoul and many other parts in Korea suffered power cuts on Thursday as the unseasonable heat drove up electricity consumption beyond capacity.

According to the Korea Electric Power Corp., areas in central Seoul, Incheon, Busan and other major cities experienced power problems as the sudden spike in consumption overshot the supply capacity.

Authorities said areas in Seoul including the financial district of Yeouido suffered power outages. Nearby cities including Seongnam and Goyang also experienced power shortages. Similar occurrences were also reported from North Chungcheong Province, Gwangju and South Jeolla Province. The power shortage also affected operations of mobile telecom base stations, limiting services in some areas.

There were no reports of injuries related to the power blackouts. KEPCO said all electricity supply resumed as of 7:46 pm, about 4 hours and 15 minutes after the nation started to suffer from sudden power cuts.

The Ministry of Knowledge Economy, which handles energy affairs, said the power outages were largely caused by unexpectedly high demand while many of the country's power plants, including nuclear reactors, were temporarily shut down for maintenance.

"Unusually high temperature led to a surge in power demand which spurred an overload amid an ongoing maintenance of some power plants. Temporary power cuts lasting for 30 minutes per region were inevitable," Minister of Knowledge Economy Choi Joong-kyung said in a written apology.

Choi said the government plans to complete the maintenance sooner than planned and utilize additional power facilities starting later in the day in order to prevent more blackouts. The government also requested that citizens refrain from using unnecessary power.

The industrial city of Ulsan also suffered power failure, shutting down operations at some 20 companies in the city.

Large companies with independent power generating equipment including Samsung Electronics, Hyundai Motor Co. and POSCO, however, were not affected by the developments.

“Supply failed because the heat drove up the demand suddenly,” a Korea Power Exchange official said. With power demand overshooting supply, the authorities shut down power flow in some areas for 30 minute periods to maintain emergency supply capacity of 5 percent.

The KPX and Korea Electric Power Corp. said that rolling blackouts were put into effect when other measures did not bring the reserve capacity to 4 million kilowatts. The KPX said that it was able to bring up the reserves to 4.11 million kilowatts using the measure as of 4:35 p.m.

The KPX said that the rolling blackouts will be stopped after 8 p.m.

According to the KPX, electricity consumption rose to 67.26 million kilowatts in the afternoon, from the 58.75 million kilowatts recorded during the comparable period on Wednesday.

The large number of power stations undergoing maintenance also contributed to Thursday’s power outage.

According to the Ministry of Knowledge Economy, a number of power stations were undergoing maintenance with the summer, when power demand is high, drawing to a close.

However, the Korea Meteorological Administration had forecast that a heat wave could strike the country after the Chuseok holidays, which ended Tuesday.

전국 곳곳 정전.. 피해 속출

예고없는 정전 `아수라장'…불만 폭발

15일 오후 사전 예고도 없이 전국적으로 정전 사태가 발생해 생업에 종사하는 많은 시민들이 엄청난 불편을 겪고 있으며 각종 안전사고와 재산 피해 마저 우려되고 있다.

정부 당국은 정비중인 발전소가 많고 늦더위에 전기 수요가 크게 늘어난 데 따 른 정전 사태로 일단 추정하고 구체적인 원인 파악에 들어갔지만 한여름에 비해 전 기수요가 상당량 감소한 9월 중순이라는 점을 감안하면 전력수급을 제대로 예측하지 못한 `인재' 아니냐는 비판을 피하기 어려울 것으로 보인다.

◇거리•식당•주택 한순간에 전기 끊겨 = 이날 트위터 등 SNS 사이트에 따르면 주택가와 상점가, 공공시설을 가리지 않고 전기가 끊겼고 거리에서는 교통 신호등마 저 불이 들어오지 않아 혼란이 가중됐다. 카페와 식당 등의 영업 중단 사례도 속출 하고 있다.

한 누리꾼(@working_tit****)은 "서초동 일대 신호등 포함 전기가 나갔다"고 썼 고 강남 일대를 포함해 교통신호기 250여곳이 먹통인 상황이며 현재 수신호로 교통 을 통제하고 있는 것으로 전해졌다.

"광진구 자양동에서 현재 한 시민이 엘리베이터에 갇혔다"(@xnet****)는 등 다 급한 메시지도 올라오는 가운데 서울시 종합방재센터에 따르면 승강기 관련 사고만 벌써 약 100건에 이르는 것으로 알려졌다.

광화문 일대 도심이나 강남 가로수길 일대의 상권 지역은 일제히 정전이 된 것 으로 파악되는 가운데 영업 중인 상가나 냉장고를 사용하는 식당•횟집•정육점 등 의 피해가 속출하고 있다.

"우리집 정전. 냉동실 내 고기 어떻게 하나?"(@growing_pain) "을지로3가 지하 상가도 정전됐다"(@Wally****) "(식당에서) 촛불 켜고 먹었다. 스테이크 썰다 정전 됐다"(@inta****)는 글 등이 올라왔다.

대형 보험사 본사에 근무하는 최모(36)씨는 "일선 영업지점들이 정전으로 업무 가 완전히 마비돼 큰일이라는 이야기가 계속 들려오고 있다"며 "영업이 불과 몇 시 간 중단돼도 타격이 막대할 것으로 예상돼 회사 전체가 비상 상황"이라고 전했다.

서울시청이 한때 정전으로 컴퓨터 작업 등 일상 업무가 중단되는 등 관공서 정 전 피해가 잇따르고 있다.

이날 숙명여대 등 일부 대학 캠퍼스는 마찬가지로 정전이 됐으며 국민대 등 수 시모집 마감날이었던 일부 대학 지원자들은 교내 정전으로 온라인 접수시스템이 불 통됐다.

국민대 관계자는 "갑자기 원서 제출이 안 된다며 지원 학생들로부터 문의전화가 계속해서 걸려 오고 있다"며 "16일 오전 11시까지 원서접수를 연장키로 결정했다"고 전했다.

◇예보없는 대규모 정전에 시민 '분노' = 일터와 가정에서 엄청난 불편을 겪고 있는 시민들은 대규모 정전을 예측하지 못한 당국에 비난이 쏟아내고 있다.

상황이 악화일로로 치닫는데도 미리 알리지 못한 한국전력 등 당국은 정전발생 수십분 뒤인 오후 4시50분이 지나서야 '전기 사용 자제'를 당부했고 전력거래소는 뒤늦게 '30분단위 순환정전을 실시 중'이라고 설명해 빈축을 사고 있다.

글로벌 IT업체에 근무하는 한 남자직원은 "중요한 고객과 전화를 하고 있었는데 정전이 됐고 휴대폰마저 먹통이었다"며 "입사하고 빌딩 전체가 정전이 되는 일은 단 한번도 없었다"고 어이가 없다는 반응을 보였다.

강남구 삼성동에서 근무하는 공인회계사 주진형(35)씨는 "오후 5시50분 갑자기 전기가 나가버려 하던 일을 중단한 상태"라며 "언제 다시 복구될지 알 수 없어 이러 지도 저러지도 못하고 직원들끼리 잡담이나 나누고 있다"고 말했다.

주부 민순임(47)씨는 "은행에서 해외 송금중에 불이랑 냉방이 꺼져서 일을 다 못보고 집으로 돌아왔다"며 "아무도 어떻게 될지 안내를 안해주는 것을 보고 놀랐다 . 1970년대로 돌아간줄 알았다"고 말했다.

목동 방송회관에서 근무하는 김모(59)씨는 "2차례나 정전돼 컴퓨터로 작성하던 문서가 날아가 복구에 애를 먹었다"며 "개인 피해면 몰라도 국가적으로 얼마나 큰 손실이냐. 선진국 초입에 진입했다는 나라가 맞느냐"고 목소리를 높였다.

직장인 김모(31.여)씨는 "한여름이어서 에어컨을 많이 트는 것도 아니고 태풍이 나 홍수가 있는 것도 아닌데 전국적으로 정전이 됐다는 것은 관리가 그만큼 소홀했 다는 얘기"라며 "정부는 전력 공급을 정상화하는 데 그칠 것이 아니라 책임 소재를 명확히 해 관련자를 엄벌해야 한다"고 지적했다.

인터넷에서도 비판의 목소리가 거세다.

한 네티즌(@teril****)은 "이렇게 예고도 없이 정전을 시켜도 되는 건가. 최소 1시간 전에라도 예고를 해줬어야 되는게 아닌가"라고 분통을 터뜨렸다.

일부 네티즌은 "마치 쓰나미나 지진파처럼 사무실의 전기가 나가버림. 이정도 대규모 정전이면 국가비상사태인데 침묵하는 정부와 한국전력이 대단"(@Jamess****) 하다"며 빠르게 대응하지 못하는 당국을 비꼬기도 했다. (연합뉴스)
