The number of juveniles committing sex offenses against other minors has jumped 11-fold in 10 years, court data showed Wednesday, indicating that enhanced measures are needed to discipline and protect youth.

A total of 609 adolescents aged 10-18 were convicted by juvenile courts last year for committing sex offenses against minors under 19 years old, more than 11 times higher than 60 in 2002, according to the data compiled by the Supreme Court.

The report comes as the government toughened penalties for adult sex offenders while wrestling with how to handle juvenile offenders, in the wake of a recent string of violent sex crimes in the country.

Also, the number of youth offenders convicted for sex-related crimes, including prostitution, rape and sexual harassment, came to 1,836 in 2011, up more than three times from 600 in 2002.

Meanwhile, the number of adult offenders standing trial for sex crimes has been hovering around the 2,000 mark in the last 10 years, data showed.

The number of adult defendants indicted for rape and sexual molestation edged up from 1,981 to 2,337 in the same period, it added. (Yonhap News)

아동•청소년을 상대로 성범죄를 저질러 소년보호처분을 받은 청소년 수가 10년 전의 약 11배로 급증했다.

대법원이 19일 발간한 '2012 사법연감'에 따르면 지난해 19세 미만 아동•청소년을 성폭행 또는 성추행한 혐의(아동•청소년의 성보호에 관한 법률 위반)로 소년재판에 넘겨져 보호처분을 받은 청소년은 690명으로 집계됐다.

2002년 같은 범죄로 보호처분을 받은 10~18세 청소년은 60명에 불과했다.

2003년에도 아동•청소년의 성보호에 관한 법률 위반으로 보호처분을 받은 청소 년은 62명에 그쳤으나 2004년 108명, 2006년 127명, 2008년 189명으로 증가세를 보이다가 2010년에는 532명까지 증가했다.

이 법률 외에 '성폭력 범죄의 처벌 및 피해자 보호 등에 관한 법률'과  '성매매 알선 등 행위의 처벌에 관한 법률' 등 3대 성범죄 관련 특별법 위반으로 지난해 보호처분을 받은 청소년의 수는 총 1천836명에 달했다.

역시 2002년의 600명과 비교할 때 3배로 증가한 수치다.

성폭력특별법 위반으로 보호처분을 받은 청소년은 지난해 1천5명으로 2002년(47 7명)에 비해 2.1배로 늘었다. 성매매특별법을 위반한 보호처분 청소년은 141명이며 이 역시 2002년(63명)과 비교하면 2.2배로 증가했다.

10년 사이 청소년 성범죄는 크게 증가한 반면, 성인 성범죄 건수는 큰 변동이 없었다.

1심 형사공판에 넘겨진 성인 중 죄명이 '강간과 추행의 죄'로 분류된 피고인은 지난해 2천337명에 달했다.

2002년 같은 항목으로 분류된 성인 피고인은 1천981명이었으며, 2003년 1천863명, 2004년 1천902명, 2005년 1천806명, 2006년 2천142명, 2007년 2천153명, 2008년 2천361명, 2009년 2천100명, 2010년에는 2천279명으로 해마다 2천명 안팎을 유지했다.
