Jinju Medical Center, the nation’s second-oldest public hospital located in South Gyeongsang Province, is now under threat of a shutdown. 

The South Gyeongsang Provincial Government made an official statement on Feb. 26 that it has decided to close JMC by May due to its chronic operational deficit and strong trade union. 

Last year, the medical center incurred a 6.9 billion won ($6.1 million) operational loss, adding to an accumulated deficit of 27.9 billion won. 

The province governor Hong Joon-pyo, also a former chairman of the ruling Saenuri Party, told the press last Friday that “the strenuous union of JMC denied all 47 requests from the province to reform its structure aimed at overcoming the large deficit.” 

The opposition party, however, slammed the provincial government for its reckless decision and negligent attitude toward public health care.

“Despite JMC’s heavy role in taking care of the public’s health and medical treatment, it is now treated as ‘an abandoned child.’ The state and local governments should support its operation,” said Kim Yong-ik, a member of opposition Democratic United Party, on a radio program. The lawmaker has been on a hunger strike against the shutdown plan since last Friday. 

The Korean Medical Association also expressed concerns over the disputed hospital. KMA president Roh Hwan-kyu made a visit to the hospital and said “South Gyeongsang Province should reconsider its decision to close JMC.” 

The question of maintenance or abolition of the 103-year-old public hospital, founded in 1910 under the mission of “helping those in need with benevolence,” will be answered at the provincial government’s assembly on April 18.

진주의료원, 끊임없는 ‘갈등’의 골만 깊어져

진주의 대표적인 공공병원인 진주의료원이 폐업의 위기에 처했다. 

경남도는 2월 26일 진주의료원이 적자상태를 극복하지 못해 폐업이라는 극단의 처방을 내렸다고 밝혔다. “진주의료원이 매년 40~60억 원의 손실로 현재 300억 원의 부채를 안고 있다”며 폐업 불가피를 설명했다.

홍준표 지사는 이날 오후 국회에서 새누리당 경남 지역 의원들과 당정 협의를 한 뒤 기자들과 만난 자리에서 “진주의료원은 1999년부터 노조에 의해 의료원장이 감금•폭행 당했을 때부터 발생했던 일”이라며 “경남도가 2008년부터 36차례 구조조정을 요구했고 경남도의회에서 11차례 요구했는데 모조리 거부했다”고 지적했다.

진주의료원 노조 “공공병원은 수익성이 낮아 적자를 내기 쉬운 구조, ‘강성노조’는 구실일 뿐이라고 전했다.

폐업 방침 철폐를 요구하며 닷새째 단식농성 중인 김용익 의원은 라디오 프로그램에 나와 ”진주의료원 같은 공공병원은 보건의료에서 중요한 역할을 해야 하는 병원인데도 마치 버려진 아이 같은 위치에 있다“며 ”국가와 지방자치단체가 역할을 할수 있도록 지원해야 하는데, 할 일은 하지 않고 부담만 느끼고 있다“고 비판했다.

한편 노환규 대한의사협회장은 ”경남도는 진주의료원의 폐업 결정을 재고해야 한다“며 사실상 파업 반대 견해를 밝혔다. 

진주의료원은 1910년 ‘자혜로운 마음으로 어려운 처지에 있는 사람들을 도와준다’는 취지로 진료를 개시한 ‘경상남도 자혜의원’으로 시작되었다. 진주의료원 존폐는 오는 18일 열리는 경남도의회 임시회 본회의에서 결정된다.
