German city introduces 'parking meter' for street prostitutes

Bonn, Germany (dpa) -- The German city of Bonn introduced a parking meter for prostitutes Monday, requiring street sex workers to pay 6euros (8.60 dollars) in tax per night to carry on their trade.

Bonn is the first German city to introduce the meter system. It already taxes women working in brothels. City officials say the tax will raise 200,000 euros annually from about 200 women in the trade.

Prostitutes will pay the fee by feeding coins into the electronic meter and receive an automatically printed ticket, which they must show on demand to tax inspectors sent to check.

Sex workers are only allowed on one street in the city. Last year, authorities erected six parking bays, surrounded by wooden screens on three sides, permitting clients to meet prostitutes without being watched from other parked cars.

길거리 성매매 여성들로부터 이른바 `섹스세(稅)'를 징수하기 위한 티켓 자동 발매기가 독일 본에 등장했다고 디 벨트 등 독일 언론이 30일 보도했다.

보도에 따르면 본 당국은 임멘부르크의 에로스 센터 맞은편에 이 자동 발매기를 설치했다.

성매매 여성들은 밤 10시 15분부터 다음날 오전 6시까지로 정해진 하루 `영업'을 시작하려면 6유로인 티켓 한장을 자동 발매기에서 구입해야한다.

당일 영업 시간이나 손님의 숫자는 상관없이 같은 세금이 적용된다.

호객 행위를 하는 성매매 여성이 시 당국 감시반에 티켓을 제시하지 못하면 1차 경고를 받고 재차 적발되면 벌금이 부과된다.

시 당국은 섹스 세 도입으로 연간 30만 유로의 세수 확보를 기대하고 있다.

당국의 한 여성 대변인은 "이러한 방법을 고안한 것은 납세 정의를 실현하기 위 한 것으로 궁극적으로 모든 성매매 여성들이 납세 의무를 다하도록 할 것"이라고 말 했다.

하지만 섹스 세 티켓 자동 발매기 설치가 잘 알려지지 않아 실제로 티켓을 구입 하는 경우는 많지 않은 상황이어서 당국이 이를 강제하는 방안을 고려하고 있다고 현지 언론들은 전했다. (베를린=연합뉴스)
