KT, the nation's largest fixed line operator and No. 2 mobile carrier, has taken a major step toward owning a new professional baseball team after receiving rave reviews for its application for an expansion club, officials said Friday.

KT received more "positive grades" from evaluators than its rival, a local business conglomerate Booyoung, as they both try to launch an expansion team in the Korea Baseball Organization (KBO), league officials said.

A group of 22 independent evaluators went over the two sides' candidacy files on Thursday. On Friday, the KBO convened a board meeting of team presidents and senior league officials to discuss the findings from a day earlier.

After the meeting, Yang Hae-young, KBO's secretary-general, said KT finished ahead of Booyoung.

"More evaluators awarded KT higher grades than Booyoung," Yang said, adding that owners of the existing nine KBO teams will meet next week to have the final say on the expansion.

Under KBO rules, expansion is subject to approval by at least two-thirds of team owners. League officials have said their goal is to complete the process in January.

KT has partnered with the city of Suwon in Gyeonggi Province, just south of Seoul, which would be the base of the new team.

Booyoung has teamed up with North Jeolla Province in the southern part of the country and plans to found a team in Jeonju, the provincial capital. KT has said Suwon is a larger market and is better suited to host a KBO club, while Booyoung has claimed that the league needs a team farther away from Seoul to ensure more regional balance.

The KBO will have nine clubs in 2013, as the expansion NC Dinos join the league after spending 2012 in the minors. It is the league's first expansion since 1991.

There have been increasing calls to immediately add a 10th team, so that the KBO would not have to deal with scheduling problems that arise from having an odd number of squads. Proponents of the expansion have also said the KBO should capitalize on baseball's unprecedented popularity in the country by adding another team and tapping into new markets.

In South Korea, most professional sports teams are owned and operated by private companies. The KBO owners include such major conglomerates as Samsung, LG, Doosan and SK.

Both Suwon and Jeonju have been homes to now-defunct KBO clubs -- the Hyundai Unicorns and the Ssangbangwool Raiders, respectively. Both clubs had to fold under financial hardships, and they frequently played before thousands of empty seats in their final seasons.

On the other hand, opponents of the idea have countered that the small pool of young baseball talent in the country could dilute the quality of play in the league and drive away fans.

The KBO's board at first refused to even discuss further expansion. They gave in early December after the KBO players' association threatened to boycott the league's annual Golden Glove Awards ceremony unless the league moved forward with the expansion talks.

KBO expansion has been a hotly debated offseason issue this winter.

The KBO, which started in 1982, broke the single-season attendance record for the fourth consecutive season in 2012, and has seen its attendance figures rise in each of the past six seasons. South Korea's gold medal at the 2008 Beijing Olympics and its runner-up finish at the 2009 World Baseball Classic have been credited with increasing the sport's popularity. (Yonhap News)

수원-KT가 프로야구 10구단 유치 도시와 기업으로 사실상 결정됐다.

양해영 한국야구위원회(KBO) 사무총장은 11일 이사회가 끝난 뒤 "전날 22명 외 부 평가위원들의 채점 총점 결과 개인별 점수로 볼 때 전북-부영보다 수원-KT쪽에 높은 점수를 준 위원이 많았다"고 밝혔다.

그는 이같은 내용을 다음주 열리는 구단주들의 모임인 총회에 안건으로 올릴 예 정이라고 덧붙였다.

총회에서 3분의 2이상 찬성을 받으면 신규 구단 창단이 최종 결정된다.

평가위원회 결과를 토대로 KBO가 수원-KT를 승자로 공표하면서 총회에서 결론이 뒤집힐 가능성은 낮아 보인다.

총회는 신규 구단의 가입금도 결정한다. 가입금은 총회 승인 후 30일 이내, 예치금은 총회 승인 후 90일 이내 내야 한다.

9구단 NC 다이노스는 프로야구 회원사 가입금으로 50억원을 냈다.

수원-KT가 10구단 창단 연고 도시•기업으로 최종 확정되면 두산•LG•넥센(이상 서울), SK(인천)까지 합쳐 수도권은 5개 구단 체제로 재편된다.

2007년 파산한 현대 유니콘스를 인수해 2008년 프로야구판에 뛰어들 예정이었으나 막판 사외이사의 반대에 부딪혀 뜻을 접은 KT는 이로써 5년 만에 목표를 이루게 됐다.

KT가 가세하면 SK 와이번스와의 통신 라이벌 대결이 성사돼 야구팬들의 흥미도 고조될 것으로 보인다.

야구발전 기금으로 200억원을 써낸 수원-KT는 지속적인 구단 운영 능력과 야구 산업 발전에 기여할 부문에서 전북-부영보다 비교 우위 평가를 받았다고 양 총장은 설명했다.

전북-부영은 야구발전기금으로 80억원을 적은 것으로 알려졌다.

수원-KT는 경기도내 독립리그를 운영하고 5천억원을 들여 돔구장을 짓겠다고 밝히는 등 마케팅 전략에서 전북-부영을 압도했다.

구본능 KBO 총재를 비롯해 프로 9개 구단 대표들은 이사회에서 전날 KBO 평가위 원회가 내린 10구단 평가 채점표를 자세히 살폈다.

KBO는 김종구 전 법무부장관을 필두로 학계, 야구인, 언론 관계자 등 조직 외부 인사 22명으로 평가위원회를 구성해 10구단 적합도시와 기업을 비공개로 심사했다.

   수원•KT와 전북-부영은 10일 평가위원 앞에서 프레젠테이션을 하고 10구단 창단 의 당위성과 진정성을 마지막으로 호소했다.

평가위원들은 전북-부영의 지역 안배 논리보다 수원•KT가 자랑하는 시장성을 높게 평가했다.

2년 전부터 10구단 창단을 위해 발벗고 나선 수원은 흥행에서 전북을 앞선다고 자부해왔다.

수원 자체 인구가 100만명을 넘는 등 1천200만명에 달하는 경기도 인구와 서울•인천에서 1시간 거리인 지리적인 이점을 살리면 홈•원정 관중 동원에서 전북을 압도한다고 주장해왔다. 

게다가 거대 통신 기업 KT가 지난해 11월 10구단 창단을 선언하고 파트너로 본격 나서면서 수원은 날개를 달았다.

양 총장은 "신규 규단 가입 심의와 결정은 이사회 결정 소관이나 워낙 10구단 유치 경쟁이 치열해 평가위원회를 신설, 보다 투명하게 심사하는 절차를 마련했다"며 공정성에 큰 문제가 없을 것으로 자신했다.
