Seoul to raise subway, bus fares this month

The Seoul Metropolitan Government will raise public transportation fares by 150 won ($ 0.13) later this month to make up for rising deficits from energy costs and transfer fee discounts, officials said Wednesday.

The city government finalized its decision to raise bus and subway fares from 900 won to 1,150 won (price for adults using transit cards) starting Feb. 25, while freezing prices for students and children, according to officials.

It marks the first time in nearly five years public transportation fees will be increased.

“The fare hike is inevitable for the city government facing rising deficits in operating public transportation,” Seoul Mayor Park Won-soon told reporters.

Seoul’s cumulative deficit regarding the public transportation system has amounted to 3.51 trillion won ($ 3.1 billion) since

2007 when the current fare level was set and transfer fee discounts were adopted, officials said.

“To make up for the mounting losses, we will push for innovating management of the public firms in charge of the public transportation, while devising diverse cost-cutting measures,” said Yoon Joon-byung, the head of Seoul’s transportation system.

“We will also actively seek the central government’s support to allow the elderly to ride for free and speed up the renovation of old facilities.” (Yonhap News)

서울 지하철과 버스 요금이 25일 오전 4시부터 150원 오른다.

지하철 1~9호선, 간선ㆍ지선ㆍ광역ㆍ마을버스 모두 150원 인상되지만 어린이와 청소년 요금은 동결된다.

박원순 서울시장은 2일 서소문 청사에서 기자 설명회를 열고 “현재 대중교통 운 영 적자를 해소하기 위한 승객 1인당 요금인상 필요액은 388원이나 시민부담을 최소 화하는 수준에서 불가피하게 인상하게 됐다”며 이같이 밝혔다.

서울 대중교통 요금이 인상되는 것은 2007년 4월 이후 4년 10개월만이다.

시는 매년 지속 증가하는 연료비 등 각종 물가 상승과 무임수송에 따른 손실 비 용으로 대중교통 운영기관 적자가 누적됨에 따라 인상을 결정했다고 설명했다.

2007년 이후 각종 요금과 물가는 오른 반면 버스와 지하철 요금은 900원으로 동결돼 5년간 누적된 적자가 3조5천89억에 달한다고 시는 강조했다.

시는 대중교통 요금을 올리면서 운영기관의 경영혁신에 박차를 가하는 계기로 삼을 방침이다.

시는 연간 9천115억원의 적자 중 운영기관 경영혁신을 통해 1천21억원, 요금조정을 통해 3천126억원을 각각 없애고 나머지 4천968억원을 시 재정으로 부담한다는 계획이다.

이를 위해 1~4호선 운영하는 서울메트로와 5~8호선을 운영하는 도시철도공사는 ‘지하철공동운영협의회’를 구성, 물품 공동구매나 기술공유 등 비용절감을 위한 공동협력시스템을 구축하기로 했다.

시는 지하철 양 공사가 경영개선 목표를 달성하지 못하면 2급 이상 간부의 경영 성과 상여금을 전액 반납하도록 하거나 조직 축소로 임원 수를 줄이는 등 이번 요금 조정 성과와 관련한 금전적 보상이나 책임을 엄격하게 물을 방침이다.

또 버스회사 경영진의 도덕적 해이 방지를 위해 대표이사의 인건비 한도 금액을 설정, 실지급액을 축소하고 다른 원가요소에서 전용하는 행위를 방지하고자 정액 지 급에서 한도 내 실비 지급방식으로 변경할 계획이다.

윤준병 시 도시교통본부장은 “어르신 등의 무임 손실, 낡은 시설 재투자 등에 대해 중앙정부 차원의 지원이 필요한 만큼 다른 시도나 수도권 관계기관과 함께 지원받는 방안 등을 적극 모색하겠다”고 말했다. (연합뉴스)
