Obama’ drone policy in Catch-22
 
As a candidate in 2008, Barack Obama was unsparing in his criticism of President George W. Bush’s anti-terrorism policies. He condemned torture and the infamous detention center at Guantanamo Bay, the lack of transparency and congressional oversight, the dubious legal framework and the blowback that was spawning more terrorists and diminishing U.S. standing in the world. Bush’s policies “compromised our most precious values,” Obama said then. “We cannot win a war unless we keep the people on our side.”

Similar critiques are being heard today, except they are directed at the Obama administration and its extensive use of drones, the armed, unmanned aircraft that have killed much of the al-Qaida leadership in Pakistan. 

There is anxiety over the issue even in the Obama camp. The president has yet to fulfill his pledge in the Feb. 12 State of the Union speech to provide a rationale for these targeted killings. The adoption of this policy was inevitable given the Democrats’ 2008 campaign pledge: no torture, and a tougher approach than Bush’s in going after al-Qaida. However, congressional challenges and criticisms are mounting. The use of drones has increased sevenfold under Obama and has caused the deaths of thousands of suspected terrorists and at least hundreds of civilians in Pakistan and Yemen. <2013년 4월 16일자 15면>

오바마의 드론 정책 딜레마

2008년 당시 대선후보였던 버락 오바마는 조지 W. 부시 당시 대통령의 대(對)테러 정책들을 맹렬히 비난했었다. 그는 테러 용의자들에 대한 고문, 관타나모 수용소, 투명성 및 의회의 감독권한 부재, 모호한 관련법규, 더 많은 테러리스트들을 양산하는 잘못된 정보, 국제사회에서 미국의 지위 약화 등을 들어 당시 정부를 맹렬히 비난했다. 그때 오바마는 “부시 행정부의 정책은 우리의 가장 소중한 가치들을 훼손했고, 사람들을 우리 편으로 끌어오지 않는 이상 전쟁에서 승리할 수 없다”고 말했다.

현재, 이와 유사한 비판의 목소리가 들려온다. 다만, 이번에는 이 비판들이 오바마 행정부와 오바마 행정부의 광범위한 드론(Drone) 활용에 향해 있다는 점만을 빼면 말이다. 무인무장 항공기인 드론은 파키스탄에서 알카에다 지휘부의 상당부분을 괴멸시켰다.

심지어는 오바마 진영에서도 이 사안에 대한 우려의 목소리가 있다. 오바마 대통령은 이러한 드론에 의한 목표지정 암살행위에 대한 합리적 이유를 제시하겠다는 지난 2월 12일 연두교서에서 발표한 공약들을 아직 실천하지 못하고 있다. 알카에다의 추적에 있어 고문을 하지 않고도 부시행정부에 비해 더 강격한 대 알케에다 정책을 사용하겠다는 지난 2008년의 민주당 대선 공약을 감안하면, 이러한 드론 정책을 채택한 것은 불가피했다. 그러나 의회의 반발과 비난이 증가하고 있다. 드론의 사용빈도는 오바마 행정부 기간 동안 7배나 증가했고, 드론으로 수천 명의 테러용의자들이 죽었고, 파키스탄과 예멘에서는 최소한 수백 명의 민간인들이 목숨을 잃었다.
