Spurred by a classroom demonstration involving a sex toy, Tennessee recently enacted a pro-abstinence sex education law that is among the strictest in the nation.

The most debated section of the bill bars educators from promoting "gateway sexual activity." But supporters seemed too squeamish during floor debate to specify what that meant, so critics soon labeled it the "no holding-hands bill."

One thing missing from the debate in the Legislature was a discussion of whether the law signed by Republican Gov. Bill Haslam last month really would help reduce Tennessee's high teenage pregnancy rate. Experts say it won't and warn that it leaves teenagers inadequately educated about sexuality and prevention of pregnancy and disease.

Tennessee's pregnancy rate among girls 15 to 17 has dropped steadily since the first abstinence-focused sex education curriculum was put in place in the 1990s, according to figures from the state Commission on Children and Youth. In 2009, the latest data available, there were 29.6 pregnancies per 1,000 girls, down from a rate of 48.2 in 1998.

Yet the state's teen pregnancy rate remains one of the highest in the nation, according to the New York-based Guttmacher Institute, a reproductive health research organization. (AP)

미국 테네시주가 성교육 단체들의 거센 반발을 무릅쓰고 각급 학교에서 성행위 에 관한 강의를 못하도록 법을 만들어 논란이 일고 있다.

이 법은 포괄적인 성교육이 오히려 청소년의 성문란을 조장해 10대 임신율을 높이고 각종 성범죄를 일으킨다는 문제의식에 기초한 것으로, 최근 공화당 소속인 빌 해슬럼 주지사의 서명을 받아 내달 1일 발효될 예정이다.

법이 시행되면 성교육 교사들은 2차 성징과 남녀의 성적 차이, 임신 과정, 에이즈 예방 등 기초적인 성지식 외에 학생들의 성적 충동을 유발할 수 있는 성기구 사용법과 성행위 관련 지식은 가르칠 수 없게 된다.

이 법은 학교에 성기구와 콘돔을 들고 찾아온 에이즈 예방 단체로부터 `구강 성교'를 배웠다는 17세 딸의 말을 들은 아버지가 의회에 불만을 제기한 것이 도입의 계기가 됐다.

주정부와 의회는 미국에서 가장 높은 수준인 10대 임신율 문제로 골머리를 앓던 차에 듣기조차 민망한 이 사건이 터지자 아이들에게 섹스보다 금욕을 가르치는 게 낫다는 데 뜻을 같이 하고 법 제정을 밀어붙였다.

테네시주는 금욕과 절제를 중시하는 제한적인 성교육이 미국, 특히 교육과 의료 환경이 낙후된 남부 지역의 심각한 사회문제인 10대 임신을 줄일 것으로 기대하고 있다.

해슬럼 주지사가 결국 법안에 서명을 하자 반대 단체들은 자신들이 부르는  `남녀 악수 금지법(No holding hands)'이 성문제를 심화시킬 것이라며 시대 착오적인 법안 철폐를 위한 전국적 캠페인에 들어갔다.

이들은 포괄적 성교육이 10대 임신율을 높였다는 주장은 전혀 사실과 다른 것이라고 주장하고 있다.

25일 AP 통신에 따르면 2009년 현재 테네시주의 10대 임신 여성 수는 1천명 중 29.6명으로, 11년 전인 1998년 48.2명에서 크게 떨어졌다. (AP)
