S. Korean military beefs up border vigilance against N. Korea

South Korea's military has stepped up its combat readiness after detecting unusual military movement by North Korea's armed forces along the tense western sea border, Seoul officials said Wednesday.

Seoul recently discovered that the North's military had relocated a ground-to-air missile to north of the South's northernmost island of Baengnyeong. In addition, Pyongyang has moved the missile's movable launching pad to a missile base near the western sea border, a senior government official said, requesting anonymity.

"We discovered that North Korea's army has recently moved its fighters from the rear to a base near the Northern Limit Line (NLL)," the official said, adding that several missiles were fired off the western and eastern coasts recently.

The official noted that the military movement is similar to the situation shortly before the North shelled the front-line island of Yeonpyeong in November last year, a surprise attack that killed two South Korean Marines and two South Korean civilians.

Yeonpyeong and Baengnyeong are located just south of the NLL, a de facto maritime border between the Koreas, and the waters around them have seen deadly naval skirmishes and armed provocations by North Korea.

In response to such activities, the Joint Chiefs of Staff has strengthened monitoring of the tense sea border and elevated the level of military preparedness of the Army, Navy and Air Force, officials said.

The move is in line with President Lee Myung-bak's order to maintain strong vigilance against the communist state while he is out of the country for talks with U.S. President Barack Obama along with Defense Minister Kim Kwan-jin. Lee left on Tuesday and is scheduled to return home on Sunday.

North Korea's latest military movement coincides with Pyongyang's threat of retaliation against propaganda leaflets sent by South Korea's conservative civic groups.

Party, the North's state-run media, the Korean Central News Agency (KCNA), on Sunday reported that the North's army is "ready to destroy the citadels of psychological warfare."

On Saturday, the head of the North Korean delegation to the inter-Korean military talks sent a warning to Seoul, saying it would take physical action against the South's "ceaseless provocative war moves."

Two Koreas remain technically in a state of war because the

1950-53 Korean War ended in an armistice, rather than a peace treaty.

북한군의 이상 움직임이 포착돼 우리 군이 대비태세를 강화한 것으로 전해졌다.

정부 당국자는 12일 "북한군이 최근 후방기지의 전투기를 서해 북방한계선(NLL) 인근 기지로 남하시킨 것으로 확인됐다"고 말했다.

이 당국자는 이어 "북한군이 지대공(地對空) 미사일을 백령도 북방 지역으로 이 동시키는 한편, NLL 해역 지대함(地對艦) 미사일 기지에서 이동발사대의 움직임이 포착됐다"고 전했다.

또 연평도 포격도발 당시 우리 측에 피해를 줬던 북한군 포부대의 방사포가 최 근 남쪽으로 이동했다는 첩보도 입수된 것으로 전해졌다.

특히 북한군은 최근 동ㆍ서해 상으로 여러 기의 대함 미사일과 KN-06 지대공 미 사일 등을 발사한 것으로 확인됐다.

북한군은 사곶기지, 등산곶 등 서해안에 샘릿ㆍ실크웜(사거리 83~95㎞) 등 지대 함 미사일과 SA-2(사거리 13~30㎞), SA-5(사거리 260㎞)를 비롯한 지대공 미사일을 집중 배치 중이다.

정부는 북한군의 움직임이 지난해 11월23일 발생한 연평도 포격 직전 상황과 유 사하다는 판단을 내린 것으로 알려졌다.

정부 당국자는 "이명박 대통령이 미국을 방문 중인 데다 우리 군 수뇌부 교체기 인 점을 감안해 북한의 도발 가능성을 염두에 두고 군사 대비태세에 만전을 기하고 있다"고 밝혔다.

이 대통령이 방미 전 경계태세 강화를 주문한 것도 북한군의 최근 동향과 무관 하지 않은 것으로 보인다.

방미 직전 이 대통령은 "한미 정상회담 시기에 북한이 도발한다면 이는 국내 문 제를 떠나 국제적인 문제로 이슈화되므로 만일 북한이 도발한다면 강력하게 응징해 야 한다"고 우리 군에 당부한 것으로 알려졌다.

이 대통령은 지난 10일 군 지휘부와의 청와대 간담회에서 김관진 국방장관이 미 국 국빈방문을 수행하는 점을 거론하며 "합참의장을 중심으로 대북 경계 태세에 만 전을 기해달라"고 말했다.

합동참모본부는 전군의 연합 감시태세를 강화하고, 육ㆍ해ㆍ공 경계태세와 전력 운용 수준을 격상했다.

우리 군은 '북한 국지도발 대비계획'에 따라 북한군 도발 시 원점 타격뿐 아니 라 지원 전력에 대해서도 정밀타격 하는 방안을 검토 중인 것으로 알려졌다.

북한군의 이상동향은 북측이 최근 남측 민간단체의 대북 전단 살포에 대해 강도 높은 위협을 가한 상황과 맞물려 주목된다.

조선중앙통신은 지난 9일 "반공 광신자들이 우리 당 창건일(10월10일)을 맞으며 반공화국 삐라를 살포할 계획까지 거리낌 없이 공개했다"면서 이를 '공공연한 전쟁 행위'라고 주장하고, "무력충돌과 전면전쟁의 발화점이 될 수 있다"고 위협했다.

하루 전인 8일에는 남북장령급(장성급) 군사회담 북측 단장의 경고 통지문을 통 해 우리 군의 서해 상 훈련과 민간단체의 대북 전단살포에 대해 "도발행위가 계속될 경우 물리적으로 대응하지 않을 수 없다"고 밝혔다.
