Inter-Korea talks to possibly resume in mid-April: Seoul's unification minister

Inter-Korean talks could possibly resume as early as mid-April, South Korea's unification minister said Friday, hinting at the possibility of holding the first government-level talks with North Korea in almost year.

"I have an idea that it should be at least mid-April for the South-North talks to resume," lawmakers quoted Unification Minister Yu Woo-ik as saying in a dinner meeting with a group of lawmakers who visited an joint industrial complex in the border city of Kaesong earlier in the day.

Eight lawmakers paid a rare one-day trip to the Kaesong industrial zone as part of efforts to revitalize the joint economic project.

Yu thinks the North is postponing a decision to restart inter-Korean talks because of the lingering instability of new leader Kim Jon-un's inherited rule, said one lawmaker who attended the dinner meeting with the minister.

Yu's suggestion of mid-April as a possible time for talks to resume seems linked to South Korea's April 11 general elections and the April 15 memorial event for the centenary of the birth of Kim Il-sung, the North's founding father.

No governmental talks between the two Koreas have been held since a military-level meeting in February of last year to discuss the March 2010 sinking of a South Korean warship and a November 2010 artillery attack on a South Korean border island.

Seoul on Wednesday proposed holding working-level talks with the North later this month on joint pest control near ancient tombs in the North in an apparent bid to help ease lingering tension on the divided Korean Peninsula.

Pyongyang, however, indicated it would reject that offer, citing the South's hawkish North Korean policy. (Yonhap News)

류우익 "남북대화 재개 4월 중순 이후 가능"

류우익 통일부 장관은 10일 "남북대화가 재개되려면 4월 중순은 돼야 하지 않겠느냐는 생각을 갖고 있다"고 말한 것으로 전해졌다.

류 장관은 이날 개성공단을 방문하고 돌아온 여야 의원들과 서울 여의도 모 음식점에서 만찬을 함께 하면서 이같이 전망했다고 복수의 참석자들이 전했다.

한 참석자는 "북측이 이명박 정부와 무조건 대화를 할 수 없다는 것이 아니라 아직 김정은 후계체제가 안착되지 않아 결정을 유보하고 있다는 것이 류 장관의 생각"이라고 말했다.

류 장관의 이런 전망은 김정일 국방위원장의 100일 탈상(脫喪) 쯤이면 북한도 남북대화의 명분이 어느 정도 생길 것이란 관측과 무관치 않은 것으로 보인다. 또한 남북한의 주요 행사가 마무리되는 4월 중순 이후에나 남북간의 대화에 본격 물꼬가 트이지 않겠느냐는 예상과도 맥을 같이 하고 있다.

오는 4월에는 남한에서는 4ㆍ11 총선이, 북한에서는 김일성 주석 탄생(4월15일) 100주년이 각각 예정돼 있다.

류 장관은 또 여야 의원들이 전한 개성공단 입주기업들의 요구사항에 대해서는 "진지하게 검토해 할 수 있는대로 적극 검토하겠다"고 답했다.

한 참석자는 "건의된 내용 중 우리 정부가 일방적으로 할 수 있는 사안에 대해서는 종합적으로 검토해 내주 월요일(13일) 정부 발표가 있을 것"이라고 전했다.

정부 발표에는 ▲개성공단 입주기업의 신규투자를 돕기 위한 설비 반출 및 건축허가 신속화 ▲개성공단 입주기업에 대한 금융지원 ▲남한 체류 근로자를 위한 여가ㆍ체육ㆍ편의시설 설치 ▲통근버스 확충 등이 포함될 것으로 전해졌다.

다만 '3통'(통행·통신·통관), 노동력 확충, 공단규모 확대 등 남북간 협의를 통해서만 해결 가능한 사안은 포함되지 않을 것으로 알려졌다. (연합뉴스)
