LONDON -- Judges were correct to change their ruling on South Korean judoka Cho Jun-ho at the London Olympics despite the controversy surrounding the unprecedented overruling of a flag decision, a South Korean official here said Monday.

Moon Won-bae, head of the referees' committee at Korea Judo Association, said officials in London made the right decision to award the quarterfinal victory in men's under-66-kilogram to Masashi Ebinuma of Japan, only moments after giving the match to Cho.

Moon explained that while Cho appeared to be in control of the match, it was who Ebinuma who put on a move that should have given him a yuko, the smallest score that can be awarded.

Indeed, during the golden score, or sudden-death extra period in judo, the judges' awarding of a yuko to Ebinuma was overruled.

"The three judges awarded Cho the win because he looked to have the momentum on his side," Moon told South Korean journalists at a press conference. "But unless athletes received penalties, you're supposed to reward a move that would have been good for at least a yuko. The judges apparently forgot about this bit of basics."

Cho ultimately earned a bronze after going through repechage.

Ebinuma went on to lose in the semifinals and he, too, took a bronze. Two bronze medals are awarded in Olympic judo.

After the initial ruling was given, the International Judo Federation (IJF) intervened, and its referees director, Juan Carlos Barcos, spoke with IJF chief Marius Vizer and later the judges.

They then gave the win to Ebinuma about five minutes later.

According to the IJF, the occasion marked the first time a referee and judges have been overruled on a flag decision on the field of play.

Cho, sitting next to Moon, said he fully accepts the quarterfinals result because, "It's up to the judges to make the call." 

After the disputed contest, the IJF released a statement to support the final decision, which was reached after a video review. 

"The International Judo Federation is strongly committed to equity and, as part of our sport judo, to the development of all the tools that in our competitions help the referees to make the right decisions, so that the best fighters win," the statement read. 

"In order to achieve this, a video system was set up and has proved successful. Refereeing is a job under very high pressure and the (video replay) system is now of great assistance to them in performing their activity." (Yonhap News)

문원배 대한유도회심판위원장은 유도 국가대표 조준호(24·한국마사회)가 출전한 런던올림픽 남자 66㎏급 8강전에서 애초의 판정을 뒤집은 심판위원장의 판단이 정확한 것이라고 말했다. 

문 위원장은 30일 오전(현지시간) 영국 런던의 로열 템스 요트클럽 내의 팀 코리아 하우스에서 열린 조준호의 기자회견에 동석해 이같이 말했다.

조준호는 전날 일본의 에비누마 마사시와의 8강전에서 판정이 번복되는 황당한 사건을 겪었다.

세 명의 심판은 8강 연장전에서도 승부가 나지 않자 판정절차에 들어간 뒤 일제히 조준호의 파란색 도복을 상징하는 파란 깃발을 들어 올렸다.

그러나 관중의 야유가 쏟아지자 심판위원장이 최종 판정을 멈추라는 사인을 보냈다.

이어 비디오 판독 절차를 거쳐 에비누마의 승리로 판정이 번복했다.

심판진은 상의하는 모양새를 취하다가 한 명도 예외 없이 파란색 대신 흰색 깃발을 들어올렸다.

불과 5분 사이에 심판 전원 일치 판정이 극과 극으로 갈린 것이다.

문 위원장은 이에 대해 "심판 3명이 전체적인 흐름만 보고 파란색 기를 잘못 든 것"이라고 말했다.

그는 "유효 10개를 따도 절반 하나를 따라갈 수 없다"면서 "조준호는 우세하게 경기를 이끌었지만 페널티가 주어지지 않는 상황이면 유효에 상당하는 큰 포인트에 점수를 주게 돼 있다"고 설명했다.

문 위원장의 말은 전체적인 경기내용은 조준호가 우세했지만 유효에 버금가는 큰 포인트의 동작을 보여준 에비누마가 이겼다고 판정하는 게 정확하다는 얘기다.

그는 "심판진이 이러한 기본을 잊고 경기 흐름에 젖어서 조준호가 이긴 것으로 착각한 것"이라고 설명했다. 

문 위원장은 '심판 3명이 애초 잘못 판정한 것이냐'는 질문에 "그렇다"라고 대답했다.

그는 또 국제수영연맹(FINA)이 판정을 뒤집은 것이 25년 만일 정도로 올림픽에서 판정 번복 사례가 거의 없었다는 지적에 대해 "2008 베이징올림픽 이후 판정을 번복할 수 있는 절차가 만들어졌다"면서 "절차상 아무런 문제가 없다"고 지적했다.

조준호는 이번 논란에 대해 "경기 후반에 좀 큰 포인트를 뺏긴 것도 있었다"면서 "판정은 심판들이 하는 것이기 때문에 경기 결과에 승복한다"고 말했다.
