The centerpiece of the summit on Friday between President Park Geun-hye and U.S. President Barack Obama was the agreement to reconsider the current timeline for the transition of wartime operational control.Under the current schedule， Washington is to transfer wartime OPCON to Seoul by December 2015. The transition was originally set to be completed in April 2012， but was delayed at Seoul`s request.
박근혜 대통령과 버락 오바마 대통령 간의 금요일 정상회담의 핵심은 전시작전통제권 전환에 대한 현재의 일정 재검토에 합의한 것이었다. 현 일정에 따라， 미국은 2015년 12월까지 한국에 전시작전권을 이양할 예정이다. 전작권 전환은 당초， 2012년 4월에 완료될 예정이었지만 한국 정부의 요청으로 연기됐다.

The request was prompted by North Korea`s torpedo attack on a South Korean Navy warship in March 2010.Calls for another delay began to surface following the North`s third nuclear test in February last year. Seoul`s Defense Ministry made an official request for a second delay in July.
연기 요청은 2010년 3월 한국 군함에 대한 북한의 어뢰 공격으로 촉발됐다. 또 한번의 연기 요청은 지난해 2월， 북한의 3차 핵실험에 이어 표면화되기 시작했다. 국방부는 7월에 두 번째 연기를 공식 요청했다.

Now that the leaders of the two countries have decided to review the present timeline， it is almost certain that OPCON transition will be delayed for the second time. The two countries are expected to finalize a new timeline in October when they hold the Security Consultative Meeting， the highest-level security cooperation body between Seoul and Washington.
양국 정상이 현재 일정을 재검토 하기로 한 지금， 전작권 전환이 재차 연기될 것임이 거의 확실하다. 양국은 한미간 최고위 안보협력기구인 연례안보협의회의가 열리는 10월에 새 일정을 마무리할 것으로 보인다.

As the main reason for their decision， the two leaders cited “the evolving security environment in the region， including the enduring North Korean nuclear and missile threat.” Recently the North has threatened to undertake what it called “a new form of nuclear test.” More recently， North Korean officials warned that “something unimaginable” would take place before April 30， suggesting that the fourth nuclear test was imminent.
이들 결정의 주된 이유로， 두 정상은 지속되고 있는 북한 핵 미사일 위협을 포함해 “변화하고 있는 역내 안보 상황”을 언급했다. 최근， 북한은 이른바 ‘새로운 형태의 핵실험`에 착수할 것이라고 위협해왔다.“ 보다 최근에는， 북한 당국자들이 4차 핵실험이 임박했음을 시사하면서 4월30일 전에 ”상상할 수 없는 일“이 일어날 것이라고 경고했다.

At the joint news conference after the summit， Park said the North “can carry out the fourth nuclear test whenever it deems necessary.”As the North continues to escalate its nuclear and missile threats， it is necessary for Seoul and Washington to strengthen their combined defensive posture against them. In this regard， the decision to delay the OPCON transfer can be justified.
정상회담 이후 가진 공동 기자회견에서， 박 대통령은 북한이 ”언제라도 필요하다고 여기면 4차 핵실험을 감행할 수 있다“고 말했다. 북한이 핵 미사일 위협을 계속해서 고조시키면서， 한국과 미국은 북한에 대한 연합방위 태세를 강화할 필요가 있다. 이러한 점을 감안해， 전작권 전환 연기 결정은 정당화될 수 있다.
