For years anti-abortion advocates simply made life harder for women seeking abortion by imposing such rules as pro-life counselling, ultrasounds and mandated waiting times between a consultation and a procedure (which can be a hassle when clinics are remote and only open for a few days a week).

But recent years have marked a shift in strategy: pro-lifers are now tying up abortion providers in red tape in the hopes of choking them out of existence. Between 2011 and 2013 states enacted 205 abortion restrictions -- more than in the entire previous decade combined, according to the Guttmacher Institute, a pro-choice think-tank. Another 17 restrictions were added by May 15th. Many of these laws have forced clinics to close in places such as Arizona, Ohio, Pennsylvania, Tennessee and Virginia.

그러나 최근 몇 년 사이 이들의 전략에 뚜렷한 변화가 생겼다. 낙태반대론자들은 현재 규제를 통해 낙태시술병원들을 옥죄어, 이들의 고사(枯死)를 기획하고 있다. 2011년과 2013년 사이, 미국의 여러 주들은 총 205개의 낙태관련 제한조치들을 제정했다. 낙태찬성 성향의 전문가집단인 Guttmacher 연구소에 따르면, 이는 직전 10년간 전체 기간 동안 만들어진 규제의 총합보다 더 높은 수준이다. 또한 지난 5월 15일까지 17개의 규제들이 추가로 생겼다. 이러한 규제들로 인해, 애리조나, 오하이오, 펜실베이니아, 테네시, 버지니아와 같은 곳의 진료소들이 강제 폐쇄되었다.

These new restrictions really aren’t about the health and safety of women, but they are still worth spelling out. Indeed, emergency complications from abortions are remarkably rare, at around 0.1%. Nonetheless, offering women more and better choices leads to fewer unplanned pregnancies and fewer abortions. Isn’t this what pro-life advocates want? An agenda that remains wedded to reducing choices only hurts the women it ostensibly aims to serve.
