The ruling Saenuri Party announced last week proposals to change the way the National Assembly conducts confirmation hearings for the president’s nominees for senior government posts.

지난 주 새누리당이 국회가 대통령이 지명하는 고위 공직자에 대한 인사청문회를 실시하는 방식을 바꾸자는 제안을 발표했다.

The proposals, drawn up after five months of work, are highlighted by the arrangement of a closed-door session in which lawmakers question nominees about their moral and ethical qualifications. The other session about their professional competence will continue to be open to the public.

5개월의 계획 끝에 마련된 이 제안은 도덕성 심사는 비공개로 운영하고, 업무 능력 심사는 계속 공개하는 것을 골자로 한다.

On the surface, the change seeks to protect candidates’ right to privacy. But it is really a tactic to ease the level of scrutiny on people who are required to have high moral and ethical standards.

이는 겉보기에 후보자들의 사생활을 보호하려는 것으로 보인다. 그러나 실은 높은 도덕성이 요구되는 인물들에 대한 검증 수준을 완화하려는 술책이다.

Given the fact that many of President Park Geun-hye’s nominees ― including three for prime minister ― bowed out due to personal problems, the ruling party may be tempted to lower the bar for the vetting process. But what happened is that many candidates, including all the three prime minister-designates, withdrew their names even before the Assembly began their confirmation hearings.

총리를 포함, 박근혜 대통령이 지명한 많은 후보자들이 개인적 문제로 사퇴했음을 감안할 때 새누리당은 검증 절차의 빗장을 낮추려 한 것 으로 보인다. 그러나 총리 후보자 3명을 포함해 많은 후보들이 인사 청문회가 시작되기도 전에 사퇴했다.

In other words, many of those whose appointments fell through did so not because of findings exposed by parliamentary hearings, but because of the scrutiny from the opposition, the media and civic groups. Considering this, we have every right to remain skeptical about the effectiveness of holding a closed-door session in protecting the right to privacy of nominees.

다시 말해, 많은 지명자들이 인사청문회에서 밝혀진 것 때문이 아니라 야당, 언론, 시민단체의 검증 때문에 사퇴한 것이다. 이를 감안하면 지명자의 사생활을 보호하기 위해 비공개 심사를 하는 것의 실효성에 대해 여전히 회의감이 드는 것은 당연하다.

One more ridiculous thing is that the ruling party also suggested that the parliament ask the media to draw up “reporting guidelines” regarding the vetting of senior government officials.

또 어처구니 없는 것은 새누리당이 고위 공직자 검증과 관련해 국회가 언론에 ‘보도 지침’ 마련을 요청할 것도 제안한 것이다.
