Rugby players and coaches are crying foul over a significant change in the sport's rules. Players in all competitions below the elite level must now tackle lower as part of a Rugby Australia trial designed to curb the rate of head contact and concussion. While some are optimistic player safety will improve, others are worried the changes could have unintended consequences.
