The ruling Saenuri Party on Monday launched an election committee charged with overseeing its presidential primary, snubbing calls from underdog contenders for revising primary rules first before forming the election watchdog.

The committee's launch shows the party's leadership has no intention of changing the current primary rules seen as favorable to former party chief and leading hopeful Park Geun-hye, despite threats from her rivals to boycott the race en masse unless their demands are met.

Former parliamentary speaker Kim Soo-han will head the 13-member committee.

Three minor candidates -- Gyeonggi Province Governor Kim Moon-soo and Reps. Chung Mong-joon and Lee Jae-oh -- have called for setting up a primary preparatory committee to discuss rule changes first before launching the full-pledged election committee.

Without revising the way the party selects its presidential candidate, they believe they stand little chance of beating Park, who enjoys broad support from across the party, and winning the party's nomination for December's presidential election.

Under the current rules, the party's presidential candidate is determined based on a combination of votes, roughly half from party members and the other half from ordinary citizens. Minor contenders have called for an "open primary" that determines the winner based entirely on votes from ordinary citizens.

On Sunday, aides to the three held a joint press conference renewing a demand that all contenders first reach agreement on primary rules before they register their candidacies. The remark was seen as suggesting the three could boycott the race unless rule changes are made.

Park and other members close to her, including those in the party's leadership posts, have been negative about changing the primary regulations, saying it makes no sense to "adjust game rules to athletes" and that the "athletes" should adjust to the game rules.

They are adamant that an open primary is unacceptable, though they could consider making minor changes to the rules.

"We are on a tight time frame if we are going to meet the (Aug.21) deadline for electing the presidential candidate," a key party official said. "We are already late and we can't delay the launch of the primary committee any longer."

Possible opposition presidential contenders in the December vote include Rep. Moon Jae-in, who served as chief of staff to former late President Roh Moo-hyun, South Gyeongsang Province Governor Kim Doo-gwan, and software developer and professor Ahn Cheol-soo.

Former opposition leader Sohn Hak-kyu also plans to declare his presidential bid. Sohn, now an advisor to the DUP, plans to hold a press conference Thursday to announce he will run for the top office, an aide said. (Yonhap News)

새누리 경선관리위 강행..비박계 반발 진통


새누리당이 11일 '완전국민경선제' 도입을 요구하는 비박(비박근혜)계 주자들의 강력한 반대에도 불구하고 대선경선을 관장 하는 실무기구인 경선관리위원회의 출범을 강행했다.

경선관리위는 국회의장 출신인 김수한 위원장을 비롯해 총 13명으로 구성됐으며 이 가운데 12명은 이날 확정됐지만 완전국민경선제를 주장해온 친이(친이명박)계 심재철 의원은 자신이 추천한 위원의 확정을 스스로 유보하며 반발했다.

특히 정몽준, 이재오 의원과 김문수 경기지사 등 비박 대선주자 3인은 완전국민 경선제로 경선룰이 확정돼야 후보등록을 하겠다고 배수진을 치면서 황우여 대표의 공정성을 쟁점화하고 나서 큰 진통이 불가피할 전망이다.

이재오 의원은 이날 라디오 인터뷰에서 황 대표를 향해 "오만하고 독선적인 발상을 갖고 경선관리를 하겠다면 경선관리가 중립적으로 이뤄지겠는가"라며 "아예 대표직을 내려놓고 특정인 캠프에 가 대리 역할을 하는게 맞다"고 직격탄을 날렸다.

새누리당은 이날 오전 전북 전주상공회의소에서 열린 최고위원회에서 경선관리 위인선안을 의결했다. 이 기구는 향후 후보등록 일정 확정 등 경선관리 전방에 관한 업무를 맡는다. 후보등록은 7월초께로 예상되고 있다.

그러나 심 최고위원은 당의 일방통행에 대한 불만과 비박주자들에 대한 의견수렴 미흡을 이유로 자신이 추천한 인물에 대해 확정을 유보, 경선관리위 출범에 대한 거부 입장을 드러냈다.

김영우 대변인은 브리핑에서 "일단 경선관리위를 13명으로 구성해 출범시키기로 결정했다"면서 "12명에 대해서는 명단이 작성됐고 유보된 1명에 대해서는 황우여 대 표에게 위임해 채우는 것으로 했다"고 밝혔다.

그는 또 "이재오, 김문수, 정몽준 등 다른 예비주자들의 경선 관련 의견을 어떻 게 수렴할지, 의견수렴 창구의 형태ㆍ방법ㆍ규모 이런 것은 추후 논의하기로 했다"고 설명했다.

확정된 경선관리위원은 장윤석 여상규 신성범 함진규 의원과 조갑진 인천 계양갑 당협위원장, 손숙미 전 의원, 유병곤 전 국회 사무처장, 이연주 한국청년유권자 연맹 대표, 김진태 ㈔맑은물되찾기연합회 사무총장, 이정재 한국대학총장협의회 부회장, 곽진영 건국대 정치외교학과 교수 등이다.

이에 대해 이재오 의원은 YTN라디오에 출연해 "황우여 대표는 특정인의 대리인이지 않은가"라고 중립성을 문제삼으면서 "룰도 안맞춰놓고 후보등록부터 하라는게 말이 되는가"라고 비판했다.

또 경선관리위 출범에 대해서는 "경선관리위가 만들어지면 이미 정해진 룰대로 하자는 것 아닌가"라며 "정해진 룰대로 하기 위한 관리위가 아닌가. 준비를 빼고 관 리를 하자는 것은 지금대로 밀고 나가겠다는 거니까 누가 민주주의적 방식이라고 하 겠나"라고 반문했다.

대권도전을 선언한 임태희 전 대통령실장도 새누리당 지도부가 비박주자들의 반 발에도 경선관리위 출범을 강행한 것을 비판하며 박근혜 전 비대위원장에게 경선룰을 공개질의 했다.

그는 기자회견에서 `경선 룰에 대해 박 전 위원장에게 드리는 공개질문'을 통해 ▲경선 룰 변경 `절대불가'의 원칙을 갖고 있는지 ▲비박주자 3인(정몽준 김문수 이 재오)의 경선불참 시에도 경선을 치를 것인지에 대한 입장을 물었다.

친박계는 완전국민경선제 요구는 유력주자인 박근혜 전 비대위원장 흔들기이  '떼쓰기'라며 수용불가 입장을 고수하고 있다.

핵심 당직자는 연합뉴스와의 통화에서 "당헌ㆍ당규상의 대선후보  선출일(8월21 일)을 맞추려면 시간이 빠듯하고 그래서 경선관리위 출범을 더는 늦출 수 없었다"고 말했다.

다만 일부 관계자들은 선거인단을 지금의 20만명에서 50만명으로 확대하고 순회 경선제 등을 도입하면 현행룰보다 국민참여를 늘리는 모양의 경선이 가능하다고 지적하며 절충에 나설 것임을 시사했다.

당 지도부는 후보 등록까지는 아직 20일 이상의 시간이 있는 만큼 최고위  회의 나 의총 등을 통해 의견을 수렴하고 비박주자들을 설득하는 방법으로 접점을 찾을 것을 기대하고 있다.
