Actress Choi’s grave may be forcibly moved

Late actress Choi Jin-sil and her younger brother Choi Jin-young’s graves may have to be moved because the cemetery where they were buried was illegally built.

Kapsan Park Cemetery in Yangpyeong, Gyeonggi Province, where the Chois are buried, has illegally destroyed a 7,550 square meter area of a nearby forest to create 188 graves since 2008, Yangpyeong-gun said Tuesday.

The cemetery was authorized as a private graveyard in 1969 to build graves in the 246,000 square meter space in Yangsuri San 10-2 in Yangpyeong. However, the space was expanded to areas beyond the authorized area, including Yangsuri San 5-1. The cemetery currently holds about 1,000 graves.

Yangpyeong-gun office measured the land, confirmed the violation and filed a criminal complaint against the cemetery with Yangpyeong Police Station on Feb. 25.

“Choi Jin-sil’s grave is located in the illegally created area and so is part of Choi Jin-young’s grave. Moving the 188 illegally built graves will be inevitable,” said an official from the Yangpyeong-gun office.

An official from the cemetery said it will discuss the matter with the families as soon as the police investigations are over, and will move the tombs and restore the area.

The cemetery is known to have destroyed a road and encroached onto property held by others during its expansion.

Choi Jin-sil committed suicide in October, 2008. Choi Jin-young, also an actor, killed himself in March, 2010. They were both aged 39 when they died.

22일 양평군에 따르면 (재)양평갑산공원묘원은 1969년 양평군 양서면 양수리 산10의 2 일대 24만6천여㎡에 사설묘지설치 허가를 받아 현재까지 1천여기의 묘지를 조성했다.

갑산공원 측은 그러나 2008년부터 허가지역이 아닌 양수리 산 5의 1 등 임야 7천550여㎡를 불법으로 훼손해 188기의 묘지(분묘 93기, 봉안시설 95기)를 조성한 뒤 분양한 것으로 드러났다.

양평군은 최근 측량조사를 벌여 이같은 사실을 확인하고 불법으로 산지를 훼손한 갑산공원측을 지난달 25일 양평경찰서에 형사고발했다.

또 지난 10일에는 불법 조성된 묘지를 원상복구하라는 행정처분 사전 통지서를 갑산공원 측에 보냈다.

양평군 관계자는 "최진실씨 묘지는 불법 조성된 지역에 있고, 최진영씨 묘지는 일부 면적이 불법 조성된 것으로 확인됐다"며 "불법 조성된 묘지 188기는 이장이 불가피하다"고 말했다.

갑산공원 측은 "경찰 조사가 끝나는대로 유족들과 협의, 이장해 원상복구 하겠다"고 말했다.
